About the Senior Contracts Administrator Role
Parsons Corporation is seeking a Senior Contracts Administrator to manage the end-to-end commercial and contractual administration of medium-to-large-scale commercial projects within the Utilities sector. This full-time position offers a significant opportunity to support project success by ensuring contractual obligations are met and financial outcomes are optimized. The role requires a minimum of 5-10 years of experience, with specific emphasis on approximately 6 years in contracts administration or related fields.
Role Overview and Responsibilities
The Senior Contracts Administrator will work closely with clients, project teams, procurement, design, and site personnel. This role is crucial in managing head contracts and subcontracts, mitigating commercial risks, and maintaining accurate project financial reporting. The position provides strong support to the Contracts Manager and Project Director, ensuring all contractual requirements are adhered to throughout the project lifecycle.
Key Responsibilities in Contract Management
- Review, interpret, and administer head contracts (FIDIC) for assigned commercial projects.
- Ensure compliance with all contractual obligations, including notices, deliverables, insurances, bonds, and warranties.
- Prepare and manage contract correspondence, including notices of delay, extension of time, and variation notices, adhering to contract requirements and time bars.
- Support the negotiation and agreement of contract terms, amendments, and commercial resolutions with clients and key subcontractors.
Variations, Claims, and Subcontract Administration
- Identify, evaluate, and price variations and claims arising from project changes.
- Prepare variation proposals and supporting documentation for client approval.
- Assist in the preparation and defense of contractual claims, including delay and disruption claims.
- Support the management and resolution of commercial issues and disputes.
- Prepare and issue tender packages to subcontractors and evaluate their submissions.
- Draft, review, and administer subcontracts, ensuring alignment with head contract obligations.
- Manage subcontractor progress claims, variations, extensions of time, and final accounts.
Cost Control, Reporting, and Risk Management
- Assist in preparing and maintaining project budgets, cost plans, and cash flow forecasts.
- Prepare monthly cost reports, including cost to complete and forecast final cost.
- Track and report on commercial performance indicators.
- Support the development and implementation of procurement strategies.
- Identify commercial and contractual risks and propose mitigation measures.
- Ensure appropriate levels of insurance and securities are maintained.
- Maintain comprehensive commercial records and ensure adherence to company policies.
Qualifications and Experience
Candidates should possess a Bachelor’s degree in Quantity Surveying, Construction Management, Law, or Commerce, or an equivalent combination of education and relevant experience. A minimum of 6 years of progressive experience in contracts administration, quantity surveying, or commercial management within the construction or property sector is required. Demonstrated experience on commercial projects, particularly in Utilities or industrial facilities, is essential. Experience administering standard form construction contracts and managing subcontractors in a commercial environment is also necessary. Professional membership or progress towards membership in a relevant body, along with project management or contract law certifications, are considered advantageous.
Required Skills and Abilities
- Solid understanding of construction contract law and commercial risk allocation.
- Strong skills in contract administration, including variations, claims, EOTs, and final accounts.
- Proficiency with cost reporting, budgeting, and forecasting.
- Strong negotiation and communication skills.
- High level of numerical accuracy and attention to detail.
- Proficiency with relevant software, including Aconex.
- Ability to work under pressure and manage competing priorities.
- Proactive, commercially minded, and solutions-focused approach.
