Qiddiya is developing a significant new City in the Riyadh Province. As a key contributor to this ambitious project, the organization is seeking professionals to shape its foundational frameworks and ensure its long-term financial sustainability.

The Role: Senior Manager - Finance

Qiddiya is seeking a Senior Manager - Finance to lead the establishment of the City’s financial and economic framework. This full-time role involves overseeing critical areas such as revenue generation, cost management, funding strategy, and economic impact assessment. The Senior Manager will define the City’s funding strategy and capital approach, support asset ownership decisions, and integrate financial and economic considerations into the overall strategic and business planning processes.

Key Responsibilities

  • Lead the development of the City’s financial and economic framework, encompassing revenues, costs, funding strategy, and economic impact.
  • Oversee the definition and validation of revenue streams, pricing logic, and business cases for City services.
  • Define the City’s funding strategy and capital approach, including identifying sources of funding and phasing requirements.
  • Support decisions related to asset ownership and balance sheet strategy, including participation in economic activities.
  • Integrate financial and economic considerations into the overall strategy, operating model, and business planning.
  • Lead the development of scenario analysis, sensitivities, and financial trade-offs to inform leadership decisions.
  • Lead the high-level design of finance governance, systems, and data requirements to establish a robust foundation for financial management and sustainability within the City.

Required Qualifications

  • Bachelor’s degree in Finance, Economics, Business Administration, Accounting, Real Estate, Public Policy, or a related field.
  • A master’s degree (MBA, Finance, Economics, or related discipline) is preferred.

Skills and Attributes

  • Proven experience in financial strategy, economic modeling, business planning, corporate finance, or investment planning within complex organizations or large-scale development projects.
  • Ability to manage complex, multi-disciplinary initiatives and coordinate inputs across finance, strategy, investment, operations, and commercial functions.

Experience and Location

This full-time position requires a minimum of 10 years of relevant experience in financial strategy and economic framework development within complex organizational structures or large-scale projects. The role is based in Riyadh, Saudi Arabia.
