About the Role

Parsons Corporation is seeking a Senior Project Manager (Infrastructure) for a full-time position in Riyadh. This role is responsible for the end-to-end delivery of complex infrastructure projects.

Project Leadership and Management

The Senior Project Manager will lead the planning and execution of infrastructure projects, including roads, highways, utilities, bridges, structures, and drainage networks, from initiation through design, procurement, construction, testing, commissioning, and handover. This involves developing project execution strategies, implementation plans, and establishing robust project governance structures. The role requires providing clear leadership to multi-disciplinary teams and ensuring alignment with project objectives and performance expectations.

Scope, Schedule, Cost, and Contract Oversight

Key responsibilities include developing and managing the integrated Project Management Plan, covering scope, schedule, cost, quality, risk, and communications. The role involves establishing and maintaining baseline programs and budgets, monitoring progress, identifying variances, and driving corrective actions. Managing scope changes through formal change control processes and supporting the development of procurement strategies for major packages are also critical. Contractor performance against contract requirements, including progress, quality, HSE, and commercial obligations, will be overseen, along with the review and recommendation of contract changes and claims.

Technical Coordination and Quality Assurance

This position requires coordination with design managers and consultants to ensure timely and coordinated design deliverables that support procurement and construction. Ensuring designs align with project requirements, constructability, maintainability, and HSE-by-design principles is essential. The role involves leading multi-disciplinary interface management and overseeing the resolution of key technical issues. Oversight of on-site execution, ensuring adherence to design, specifications, and HSE standards, as well as ensuring testing and commissioning plans are executed, are also key duties. The Senior Project Manager will also ensure compliance with applicable codes, standards, and regulatory requirements.

Risk, Stakeholder, and Team Management

Establishing and maintaining project risk and issues registers, leading risk identification, assessment, and mitigation planning is required. The role involves acting as the primary point of contact for clients, authorities, utilities, and key stakeholders, managing their expectations through regular communication and issue resolution. The Senior Project Manager will also lead and mentor a multi-disciplinary project team, ensuring effective resource allocation and fostering a collaborative, solution-oriented culture.

Qualifications and Experience

Candidates must possess a Bachelor’s degree in Civil Engineering, Construction Management, or a related engineering discipline. A minimum of 5-10 years of progressive project management experience on major infrastructure projects is required, including successful delivery of multi-disciplinary projects from initiation through commissioning and handover. Experience with standard forms of contract, such as FIDIC, is preferred.
