About the Role

Parsons Corporation is seeking a Senior Road Network Engineer (ITS) – City Operations & Maintenance to join its team in Riyadh, Saudi Arabia. This full-time position is open to Saudi Nationals. The role involves overseeing the operational performance, safety, asset condition, and continuous traffic flow of a city-wide road network within a landmark giga-project. The successful candidate will support Intelligent Transportation Systems (ITS), traffic operations, road asset maintenance, event mobility, and smart-city integration to ensure highways, urban streets, and transit corridors operate safely and efficiently during daily operations and major events.

Key Responsibilities

  • Oversee the day-to-day operational performance and condition of highways, urban roads, intersections, transit corridors, and associated road infrastructure.
  • Monitor real-time traffic conditions using Intelligent Transportation Systems (ITS), traffic management platforms, roadside sensors, CCTV, and traffic data feeds.
  • Analyze traffic speeds, volumes, congestion levels, travel times, incidents, and network performance to identify operational issues and optimize traffic signal operations.
  • Coordinate with Traffic Management Centers (TMC), City Operations, Security, and emergency services during incidents and network disruptions.
  • Support rapid response to road accidents, vehicle breakdowns, obstructions, and other incidents affecting network availability.
  • Develop and implement traffic management measures to maintain safe and efficient movement during planned and unplanned disruptions.
  • Conduct regular technical inspections and condition assessments of roads, pavements, intersections, and associated infrastructure.
  • Identify pavement defects and develop preventive and corrective road maintenance programs based on asset condition and operational priority.
  • Support planning and delivery of pavement rehabilitation, resurfacing, road marking, and associated maintenance activities.
  • Monitor the condition and maintenance of road barriers, guardrails, street lighting, stormwater drainage, road markings, signage, and associated roadside assets.
  • Coordinate maintenance activities to minimize disruption to traffic and maintain safe access throughout the network.
  • Monitor contractors performing road, ITS, and associated infrastructure maintenance, verifying compliance with approved SLAs, KPIs, specifications, and safety requirements.
  • Develop and review Temporary Traffic Management (TTM) plans for construction activities, maintenance works, concerts, sporting events, and other major events.
  • Plan safe diversions, detours, temporary lane closures, traffic control arrangements, and alternative access routes.
  • Coordinate event traffic strategies with parking, public transport, security, emergency response, venue operations, and mobility teams.
  • Assess road network capacity against anticipated event demand and identify potential congestion points.
  • Analyze historical and real-time traffic telemetry to identify recurring congestion zones and operational improvement opportunities.
  • Support integration of roadside ITS devices, traffic signals, CCTV, Variable Message Signs (VMS), traffic detectors, and other smart mobility technologies with central platforms.
  • Support planning and operational readiness for connected, autonomous, and emerging mobility technologies where applicable.
  • Develop and monitor network performance indicators covering traffic flow, congestion, incidents, asset condition, system availability, and maintenance performance.
  • Maintain accurate road asset records, inspection findings, maintenance histories, and incident logs using GIS, CMMS, or asset management systems.
  • Prepare technical reports, traffic assessments, dashboards, maintenance recommendations, and management presentations.
  • Identify operational and asset-related risks and develop practical mitigation and improvement measures.
  • Coordinate with Asset Management, Parking Operations, Public Transport, Facilities Management, ICT, Security, HSE, contractors, consultants, and technology vendors.
  • Support emergency response, incident management, business continuity, and road network recovery activities.
  • Promote road safety, asset reliability, smart mobility, and continuous improvement across City Operations.

Required Qualifications and Experience

  • Bachelor's Degree in Civil Engineering, Transportation Engineering, Highway Engineering, Traffic Engineering, or a related technical discipline.
  • Minimum of 10+ years of experience in road maintenance, highway engineering, traffic operations, ITS, transportation engineering, or related infrastructure operations.
  • Minimum of 2+ years of experience supporting giga-projects, major municipalities, smart cities, major destinations, or similarly complex urban environments.
  • Active membership/registration with the Saudi Council of Engineers (SCE) is essential.
  • Strong technical knowledge of road network operations, highway engineering, traffic management, and road asset maintenance.
  • Strong understanding of Intelligent Transportation Systems (ITS) and their application to real-time traffic operations.
  • Experience with Traffic Management Systems, traffic signal control systems, CCTV and incident detection, Variable Message Signs (VMS), traffic detectors and roadside sensors, traffic data and telemetry, and smart traffic control technologies.
  • Strong understanding of traffic flow, road capacity, congestion management, intersection operations, and network performance.
  • Experience developing or reviewing Temporary Traffic Management (TTM) plans, diversions, detours, and lane closure arrangements.
  • Experience supporting major event traffic and transportation operations.
  • Strong knowledge of road and pavement inspection, maintenance, rehabilitation, and lifecycle management, including associated road assets like barriers, signage, road markings, drainage, and street lighting.
  • Strong knowledge of relevant international highway and transportation standards, including AASHTO, and applicable Saudi transportation requirements and standards.
  • Experience using traffic simulation and modelling software such as VISSIM or equivalent, and familiarity with GIS platforms, CMMS, road asset management systems, and digital reporting tools.
  • Ability to analyze traffic and asset performance data and translate findings into practical operational recommendations.
  • Strong understanding of road safety, traffic incident management, and emergency response requirements.
  • Strong analytical, problem-solving, and decision-making capabilities, with excellent written and verbal communication skills.
  • Ability to coordinate effectively with various stakeholders.

Desired Skills and Attributes

  • Experience supporting road and ITS operations within Saudi Arabian giga-projects, smart cities, major municipalities, airports, entertainment destinations, or large master-planned developments.
  • Experience within City Operations, Traffic Operations, Transportation Management, Asset Management, or highway maintenance environments.
  • Experience working within a Traffic Management Center (TMC), Integrated Operations Center, or City Operations Command Center.
  • Professional certifications related to traffic engineering, road safety, ITS, transportation planning, or asset management.
  • Advanced experience with traffic simulation platforms such as VISSIM, Aimsun, Synchro, or equivalent.
  • Experience with GIS-based road network and asset management platforms.
  • Knowledge of adaptive traffic signal control and smart intersection technologies.
  • Experience integrating ITS devices and systems with centralized traffic or city management platforms.
  • Familiarity with connected and autonomous vehicle (CAV) infrastructure and emerging smart mobility technologies.
  • Experience developing traffic management strategies for stadiums, entertainment venues, festivals, sporting events, or other high-demand destinations.
  • Experience managing road and ITS maintenance contractors against SLAs, KPIs, and asset performance requirements.
  • Knowledge of pavement management systems, condition assessments, lifecycle planning, and preventive maintenance strategies.
  • Experience using traffic analytics, dashboards, and business intelligence tools to improve network performance.
  • Familiarity with Saudi road authority requirements and relevant MOTLS, municipality, and road safety standards.
  • Experience working within Delivery Partner, PMC, client-side, or major program environments.
  • Strong stakeholder management and multidisciplinary coordination capabilities.
  • Ability to identify emerging network risks and recommend safe, resilient, and practical operational solutions.
