About the Role
Beeah Planners, Architects and Engineers is seeking a Senior Technical Advisor Planning & Design to join our team in Riyadh, Saudi Arabia. This full-time position involves providing expert technical and strategic guidance throughout all phases of project studies, planning, and design. The role requires a seasoned professional capable of ensuring the highest standards of quality, compliance, and integration across complex projects.
Key Responsibilities
- Provide technical and strategic consultancy to the client throughout all stages of studies, planning, and design.
- Review and evaluate work methodologies, implementation plans, and schedules submitted by consultants, offering expert technical opinions.
- Conduct independent design reviews for all design deliverables before advancing between project phases.
- Review studies, reports, drawings, and technical specifications, ensuring their completeness, quality, and alignment with project objectives.
- Evaluate planning and design alternatives from technical, operational, and economic perspectives, providing necessary recommendations.
- Verify the integration of various disciplines, ensuring deliverables are free of conflicts and achieving seamless system integration.
- Assess the compliance of deliverables with client requirements, applicable regulations, codes, best practices, and international standards.
- Ensure the integration of operation, maintenance, sustainability, risk management, and operational flexibility requirements within design solutions.
- Review change requests, evaluate their technical justifications, and analyze their impact on quality, cost, project scope, and schedule.
- Examine tender documents, including drawings, technical specifications, and bills of quantities, confirming their readiness before tendering.
- Review project technical risks and propose appropriate solutions and preventive measures.
- Provide independent technical opinions to support the client in making strategic project-related decisions.
- Review the technical performance of consultants and provide recommendations to enhance the quality of deliverables.
- Participate in technical meetings and workshops with relevant stakeholders, representing the client in technical aspects.
- Prepare periodic technical reports and offer recommendations related to progress, risks, challenges, and improvement opportunities.
- Transfer best practices and international expertise to the client's team, contributing to technical capacity building.
Qualifications and Experience
- Bachelor's degree in Engineering, Architectural Engineering, Civil Engineering, Urban Planning, or an equivalent field.
- A Master's degree in a related specialization is preferred.
- A minimum of 15 years of experience in planning, design, and large-scale project management, including technical consultancy for clients or government entities.
- Proven experience in reviewing and approving multi-disciplinary designs, and conducting independent design reviews for strategic projects.
- Previous experience in similar projects, strategic infrastructure projects, emergency management projects, humanitarian and development projects, or complex government projects.
- Practical experience with international organizations, UN agencies, global consulting firms, or government entities on strategic projects is preferred.
- Advanced knowledge of the Saudi Building Code, relevant regulations and bylaws, and international best practices and standards in planning, design, and project management.
- Professional certification such as PMP or any accredited certification in project management, design management, or related fields is preferred.
