Tender & Analyst

About the Role

National Medical Care is seeking a Tender & Contract Analyst to join their team in Riyadh, Saudi Arabia. This full-time role is central to managing the procurement lifecycle, from planning and proposal development to contract negotiation, administration, and close-out. The analyst will ensure all tender preparations and RFQ support align with the company's Purchasing Policies Manual and Delegation of Authority Matrix.

Key Responsibilities

• Perform market analysis to determine product availability and develop solicitations, including quantities, specific contract language, clauses, and appropriate contract types.
• Evaluate bids/offers, conduct price analysis, and assess the reasonableness of prices offered.
• Plan and conduct negotiations on price, technical requirements, and contract terms and conditions, recommending awards in accordance with delegated authority.
• Analyze, evaluate, and develop contracting policies, procedures, guidance, and controls for subordinate contracting activities.
• Procure supplies or services primarily through formal advertising or limited negotiation techniques.
• Review requisitions to ensure proper specifications or purchase descriptions are included in solicitation documents.
• Evaluate bids or proposals for compliance with specifications, purchase descriptions, and applicable clauses.
• Conduct extensive negotiations before and/or after contract award with potential contractors.
• Administer complex contracts, including monitoring contractor performance.
• Source tenders through various industry avenues and assess incoming tenders based on type, client, and closing date for prioritization.
• Review and assess tenders to ensure all documents are received and correct, evaluating scope, risks, and complexity, and providing feedback to the Tender/Contract Purchasing Supervisor.
• Compile letters of offers, tender schedules, programs, and other required tender items.
• Incorporate all relevant details into completed tenders and forward them to the Tender/Contract Purchasing Supervisor for review and approval prior to submission.
• Liaise with clients on an ongoing basis to determine tender progress and compile relevant tender information into benchmark and estimated prices.
• Ensure the establishment of well-coordinated vendor relationships and foster enhancement through honest dealings with business representatives.
• Maintain thorough knowledge of all purchasing activity procedures, ensure compliance, and submit recommendations for changes as required.
• Complete daily tasks and assignments, processing large volumes of work associated with department operations, and contribute to meeting current objectives and positioning the organization for future growth.

Qualifications and Experience

• A minimum of 2 to 5 years of relevant experience in tender and contract analysis.
• Demonstrated ability to perform developmental assignments in a centralized procurement activity.
