Job Description

About the Role

This role is critical for ensuring all mega-project assets meet world-class performance and regulatory standards before client handover.

Key Responsibilities

  • Develop, implement, and govern the overarching testing, commissioning, and asset handover master plan across multi-disciplinary packages, including MEP, civil, systems, and infrastructure.
  • Manage the end-to-end closeout framework, ensuring all As-Built drawings, O&M manuals, asset registries, and regulatory certifications are systematically compiled, verified, and transferred to the client.
  • Serve as the primary liaison between construction contractors, independent commissioning agents, the project management office (PMO), client operational teams, and Saudi regulatory authorities to secure formal stage sign-offs.
  • Establish and enforce strict punch-list management protocols to ensure defects are prioritized, tracked, and closed out by contractors without impacting project timelines.
  • Lead Operational Readiness and Airport/Facility Transfer processes, validating that operational staff are fully trained and that building management systems are stabilized for live occupancy.

Required Qualifications

  • A minimum of 15 years of progressive experience in mega-project construction, with a specialized focus on leading the commissioning and handover phases of large-scale infrastructure, commercial, or heavy industrial facilities.
  • A Bachelor's degree in Engineering (Mechanical, Electrical, or Civil) from an accredited institution.
  • Comprehensive understanding of multi-disciplinary systems commissioning, stage-gate handover methodologies, and digital completions software (*, eHub, Omega, or similar).

Preferred Skills and Experience

  • Certifications in Project Management (PMP) or Commissioning (*, CxA, CBCP) are highly preferred.
  • Direct experience directing the closure or handover of Saudi Arabian giga-projects (such as NEOM, Trojena, Oxagon, or Red Sea Global) is heavily weighted.
  • Proven capability to lead large, multi-national engineering teams and navigate complex, high-pressure contract structures.
  • Exceptional negotiation skills and a flawless command of technical English are mandatory.
