About the Role

Parsons Corporation is seeking a Handover Manager to oversee the transition of major utility assets from construction and commissioning phases into operational status in Riyadh. This full-time position requires 5-10 years of experience and focuses on ensuring all handover requirements are met, documented, and accepted by clients and operations teams.

Role Overview

The Handover Manager is responsible for managing the comprehensive transition of utility assets. This involves ensuring that quality, environmental compliance, and sustainability commitments are fully satisfied, evidenced, and formally accepted. The role requires close collaboration with multi-disciplinary project teams to manage the close-out process, coordinate necessary documentation and certifications, and equip the receiving Operations & Maintenance (O&M) teams with the information, training, and records essential for safe, compliant, and sustainable asset operation.

Key Responsibilities

  • Develop and maintain the project Handover Management Plan, adhering to utilities' standards and regulatory mandates.
  • Define handover scope, milestones, and acceptance criteria for quality, environmental, and sustainability deliverables.
  • Coordinate with Engineering, Construction, Commissioning, HSE, Environmental, and O&M teams to align handover expectations.
  • Plan and manage readiness reviews, pre-handover audits, and final acceptance activities.
  • Ensure all Quality Assurance/Quality Control (QA/QC) requirements are met prior to handover, verifying that installed assets align with approved documentation.
  • Support or lead final quality and system walkdowns with clients, independent certifiers, and regulators.
  • Confirm that all project environmental obligations and permit conditions are met and documented at handover, and that as-built environmental controls are functional.
  • Coordinate final environmental inspections and audits with regulatory authorities and client representatives.
  • Verify the achievement and documentation of project sustainability objectives and commitments, and coordinate evidence collection for relevant certifications.
  • Lead the compilation, review, and submission of all handover documentation, ensuring it meets client, regulatory, and corporate standards.
  • Act as the primary point of contact for Operations during the handover phase, clarifying requirements and acceptance criteria.
  • Organize and track training for O&M staff on new systems, equipment, and environmental/sustainability obligations.
  • Facilitate the resolution of outstanding issues, defects, or documentation gaps that could impede asset acceptance or regulatory compliance.

Qualifications and Experience

Candidates should possess a Bachelor’s degree in Engineering (Civil, Mechanical, Electrical, Environmental), Construction Management, Environmental Science, or a related discipline. An equivalent combination of education and relevant utilities experience will also be considered. The role requires 10 years of experience in utilities or infrastructure projects, including demonstrated experience in project close-out, commissioning, or handover roles. A strong background in QA/QC and environmental compliance on construction or capital projects is essential. Experience with sustainability frameworks or rating systems on infrastructure or utility projects is highly desirable.

Required Skills and Knowledge

  • A strong understanding of the utilities project lifecycle from design through commissioning and handover.
  • Knowledge of QA/QC practices, inspection regimes, and test requirements for utility assets and systems.
  • Familiarity with environmental legislation, permitting, and monitoring requirements relevant to utilities.
  • Understanding of sustainability principles and metrics in infrastructure, including energy, carbon, water, materials, and resilience.
  • Excellent organizational and coordination skills, with the ability to manage large volumes of documentation and multiple interfaces.
  • Strong communication and stakeholder management skills, including the facilitation of reviews and negotiations during handover.
  • Proficiency with common project and document management systems; experience with BIM, GIS, or EAM systems is beneficial.
  • Detail-oriented, proactive, and capable of working under time pressure to meet regulatory and contractual deadlines.

Performance Indicators

Key performance indicators for this role include the completeness and quality of handover documentation by agreed dates, the number and severity of open snags or defects at practical completion and final acceptance, and compliance with environmental permit conditions. Achievement and verification of sustainability targets and certifications, as well as operations team satisfaction with handover quality and asset readiness, will also be measured.
