About the Role

WSP in the Middle East is seeking a Senior Project Engineer - Mechanical for a short-term assignment in Jubail. This project-focused role is responsible for leading and coordinating multi-stakeholder teams to successfully deliver repair and improvement works. The position demands end-to-end implementation, ensuring all projects are completed safely, on time, within budget, and to the required quality standards.

The Senior Project Engineer will act as the primary interface between the Project Company, Operations & Maintenance (O&M), vendors, and experts. This includes translating complex operational issues into clear scopes of work, meticulously tracking actions to completion, and ensuring effective communication, documentation, and decision-making throughout the entire project lifecycle.

Key Responsibilities

  • Lead and motivate team members, serving as the primary liaison between the Project Company, O&M Company, Experts, and Vendors.
  • Oversee the implementation of repair works, from defining needs and writing RFQs to selecting contractors and monitoring site activities.
  • Track project performance against established plans and produce regular, comprehensive status reports for all stakeholders.
  • Define project scope, Key Performance Indicators (KPIs), and deliverables, and develop detailed schedules and timelines, utilizing tools such as MS Project.
  • Review as-built drawings, P&IDs, and OEM specifications to ensure strict compliance with industry best practices and project standards.
  • Identify potential risks and implement action plans, utilizing an action tracker, to develop strategies for overcoming obstacles and preventing delays.
  • Liaise with the Project Company's finance team, manage project costs, and oversee subcontractor and contractor performance, acting as the Project Company Representative.
  • Ensure all project deliverables meet the required quality standards and specifications.
  • Document observations and consolidate findings for the expertise team, such as gathering operational leak history from the plant and reporting it in a structured format.
  • Translate complex operational problems into understandable scopes of work suitable for submission to external suppliers and stakeholders.
  • Ensure issues are captured, recommendations are implemented, and execution is tracked through to completion, identifying delays early, highlighting risks, and escalating bottlenecks as needed.
  • Organize and facilitate regular progress meetings and follow up on all decisions made.

Qualifications and Requirements

  • Possess a hands-on and proactive attitude, with the ability to spend time on-site gathering information and validating data directly with operators.
  • Demonstrate a willingness to be available after regular business hours when necessary.
  • Exhibit strong data analysis capabilities, including the ability to compile, structure, and interpret operational data to support the development of project scopes.
  • Possess experience in plant performance monitoring (not necessarily limited to desalination plants).
  • Have a strong operational background with a good understanding of plant processes and performance drivers.
  • Communicate in a clear, precise, and effective manner.

Reporting shift production progress and plant status to the Shift Supervisor, the operator will also propose operational solutions for any shortfalls. Compliance with process safety, Management of Change (MOC), and Operating Procedures and Health Requirements (OPHR) regulations is essential, as is ensuring environmental and regulatory requirements are met.

Safety and Compliance Management

A core aspect of this role is ensuring the safety of all personnel through the APQ Basic Safety Practice program, which includes Safety Work Permits, Lockout/Tagout (LOTO), and Confined Space procedures. Active participation in executing, organizing, and auditing these practices is expected to foster Air Products' safety culture. The operator must ensure that Air Products and APQ standards, along with global best practices for Environment, Health & Safety (EH&S), productivity, reliability, quality, and customer service, are upheld. Adherence to Site Work Instruction Manuals for all relevant equipment units and operating procedures is required to meet customer satisfaction regarding safety, reliability, product quality, and supply flexibility, all while complying with contractual obligations.

Collaboration and Continuous Improvement

The HYCO Operator will support and maintain close working relationships with engineering and maintenance personnel to continuously monitor and evaluate plant systems and equipment through a Plant Process Advisory Model. This includes executing scheduled preventive maintenance activities and coordinating corrective maintenance to optimize activities during plant shutdowns and avoid business interruptions. The role also involves providing operations support and participating in investigations and Root Cause Analysis to identify and implement sustainable corrective actions. Facilitating operational excellence and customer satisfaction through productivity, reliability, quality, and continuous improvement initiatives is a key objective. Maintaining customer communications and relationships at the 'board' level, ensuring customer demand rates are satisfied while maximizing facility efficiency and profitability, is also required.

Qualifications and Experience

A Bachelor's degree in Chemical, Mechanical, or Chemical Process Operations is preferred. An Associate Technical Degree (2-year certificate) will be considered based on demonstrated years of experience and competence. A minimum of 5 years of plant operations experience is required, with demonstrated knowledge of Hydrogen/SMR/acid gas removal units production plants being a significant advantage. Operators are expected to achieve 'Level 1 / Board Level' status within 2 to 4 years, with evaluations conducted during the training period. Demonstrated interpersonal skills, a strong commitment to employee involvement, team building, and diversity are necessary. The ability to communicate effectively between operations and maintenance teams, and with customers at the board level on a daily basis, is essential.
