About Petromin Corporation

Petromin Corporation is seeking a General Manager, Internal Audit to lead its internal audit function. This full-time position is based in Jeddah, Saudi Arabia, with responsibilities that may extend to Makkah. The role requires a professional with over 10 years of experience in internal audit leadership.

Role Purpose and Structure

The General Manager, Internal Audit is responsible for leading an independent and objective assurance and advisory function. This role provides the Board, through the Audit Committee, and executive management with risk-based assurance on the effectiveness of governance, risk management, and internal control. Key objectives include safeguarding the independence and objectivity of Internal Audit, driving conformance with the Global Internal Audit Standards (GIAS 2024), and strengthening the control environment to support strategic objectives, governance maturity, and capital-markets readiness where applicable.

Functionally, this position reports to the Audit Committee of the Board, and administratively to the Chief Executive Officer. Direct reports include Audit Manager(s), Senior Internal Auditors, Internal Auditors, and IT / Data Analytics Auditors.

Key Responsibilities

  • Develop and maintain a risk-based annual and multi-year audit plan aligned with the enterprise risk profile and strategy, securing Audit Committee approval and ensuring adequate resourcing.
  • Direct the execution of financial, operational, compliance, IT, and governance audits, ensuring engagements are evidence-based, well-supervised, and lead to sound conclusions.
  • Protect the independence and objectivity of the Internal Audit function, escalating any impairment to the Audit Committee and ensuring management owns remediation of findings.
  • Report significant findings, root causes, and agreed management actions to the Audit Committee, assessing management responses and independently validating timely closure of observations.
  • Administer the Audit Committee, including agendas, meeting packs, minutes, and the annual meeting calendar, ensuring alignment with corporate governance regulations (*, CMA).
  • Establish and maintain the Quality Assurance & Improvement Program (QAIP), including internal assessments and periodic External Quality Assessment (EQA), driving GIAS 2024 conformance.
  • Own and periodically refresh the Internal Audit Charter, ensuring conformance with GIAS, the Code of Ethics, and applicable regulatory expectations.
  • Provide consulting and advisory input on control and governance design without assuming management responsibility or impairing future independence.
  • Coordinate with external auditors, regulators, and the second line of defense to optimize assurance coverage and avoid duplication.
  • Recruit, develop, and retain audit talent, managing performance and embedding continuous professional development and relevant certification.
  • Advance the use of data analytics and audit / GRC tooling to improve coverage, efficiency, and insight.

Performance Indicators

  • Approved audit plan completion rate.
  • Percentage of audit observations closed within agreed timelines, validated by Internal Audit.
  • QAIP maturity and External Quality Assessment (EQA) conformance rating.
  • Audit Committee and executive stakeholder satisfaction.
  • Quality of engagement files (supervisory review, evidence, rating consistency).
  • Team certification, capability, and retention metrics.

Required Qualifications and Experience

  • Demonstrated experience building or leading an Internal Audit function.
  • Exposure to listed or IPO-track environments is advantageous.
  • Deep working knowledge of the Global Internal Audit Standards (GIAS), risk-based auditing, and applicable corporate governance regulations (*, CMA), including listing and governance requirements where relevant.
