About the Role

WSP in the Middle East is seeking an experienced Safety Engineer (HSE) to join a supervision consultancy team. This full-time position is based on a large-scale infrastructure development project located in the Makkah Region, specifically serving the cities of Jeddah and Makkah. The role requires a minimum of 10 years of experience in health and safety for infrastructure construction projects.

Project Context and Responsibilities

The Safety Engineer will be responsible for monitoring and enforcing health, safety, and environmental (HSE) standards on site to ensure all construction activities are conducted safely and in compliance with project requirements. This includes overseeing contractor adherence to project safety plans, procedures, and regulatory mandates. Regular site safety inspections and audits are critical to identify hazards and ensure safe working practices are maintained across various infrastructure elements.

Key responsibilities include:

  • Reviewing contractor submissions such as HSE plans, risk assessments, method statements, and safety procedures.
  • Monitoring safety compliance for construction activities related to road networks and multi-utility infrastructure, including potable water, firefighting, gas distribution, stormwater drainage, sanitary sewage, power distribution (MV & LV), street lighting, telecom, and irrigation/landscape works.
  • Investigating incidents, accidents, and near misses, and ensuring the implementation of appropriate corrective and preventive actions.
  • Conducting toolbox talks, safety awareness sessions, and safety training for site personnel.
  • Ensuring the proper use of personal protective equipment (PPE) and adherence to safe work practices.
  • Maintaining and preparing HSE reports, inspection records, and other required safety documentation.
  • Coordinating with the supervision team and contractor to drive continuous improvement in site safety performance.

Required Qualifications and Experience

Candidates must possess a Bachelor’s Degree in Engineering or a related discipline. A minimum of 10 years of relevant experience in health and safety is essential, with a strong emphasis on road and multi-utility infrastructure projects. Previous experience working with engineering consultancy firms in a supervision capacity is also required. The role demands good knowledge of international HSE standards and construction safety practices.

Essential Skills

Successful candidates will demonstrate strong communication, inspection, and reporting skills. The ability to effectively monitor and enforce safety regulations and ensure contractor compliance is paramount.

Work Location and Type

This is a full-time position located within the Makkah Region, serving the cities of Jeddah and Makkah. The project site is situated approximately 100 km north of Jeddah.
