About the Role

Jacobs is seeking an experienced HSE Engineer to join their team in Makkah, Saudi Arabia. This full-time position focuses on ensuring compliance with health, safety, and environmental standards on construction and infrastructure projects. The role is critical in maintaining a safe work environment, adhering to regulations, and upholding company HSE policies through proactive measures and diligent oversight.

Key Responsibilities

  • Conduct daily site inspections to verify adherence to HSE plans, method statements, and permit-to-work systems.
  • Monitor high-risk activities such as excavation, lifting operations, hot works, confined space entry, and electrical works, enforcing Lockout/Tagout (LOTO) and Personal Protective Equipment (PPE) compliance.
  • Ensure compliance with local legislation, ISO 45001 standards, and company HSE policies.
  • Assist in conducting Job Hazard Analyses (JHA) and Task Risk Assessments (TRA) for critical activities.
  • Identify and immediately implement corrective actions for unsafe conditions or acts.
  • Verify emergency preparedness, including the functionality of firefighting equipment, clear evacuation routes, and the execution of drills.
  • Report and investigate near misses, incidents, and accidents, maintaining accurate records.
  • Support root cause analysis for incidents and recommend preventive measures.
  • Prepare and submit incident reports to the HSE Manager and client.
  • Maintain inspection checklists, daily safety reports, and non-conformance records.
  • Track PPE issuance, training attendance, and permit compliance.
  • Submit weekly and monthly HSE performance reports to management.
  • Conduct toolbox talks, HSE inductions, and refresher training sessions for site personnel.
  • Promote behavior-based safety initiatives and a zero-incident culture.
  • Monitor waste management practices, spill prevention measures, and dust/noise control.
  • Ensure compliance with environmental permits and local environmental regulations.

Qualifications and Experience

  • Bachelor’s degree in Health, Safety, Environment Management, Chemical Engineering, or an equivalent relevant diploma.
  • A minimum of 10 years of experience in HSE within the construction sector.
  • Proven track record of successfully managing HSE matters on a variety of infrastructure projects.
  • NEBOSH Diploma qualification or an equivalent certification.
