About the Role at Parsons Corporation
Parsons Corporation is seeking a Senior Quality Engineer to join its team. This full-time position is based in the Makkah Region, with operations spanning Jeddah and Makkah. The successful candidate will perform quality activities on complex projects and functional areas, ensuring that products and services consistently meet both customer and Parsons' quality requirements. This role requires 5-10 years of experience and involves regular interaction with various functional groups, including program/project management, design/engineering, purchasing, and construction personnel.
Quality Systems and Audit Management
The Senior Quality Engineer will provide comprehensive Quality Systems support, leveraging the ISO 9001 Standard for process development and optimization, procedure creation, data collection and reporting, and Quality Systems training. Key responsibilities include:
- Interfacing at senior and executive levels regarding ISO 9000 process improvement and reengineering initiatives.
- Planning and executing required audit activities, encompassing schedules, plans, reports, and finding resolutions.
- Performing and thoroughly documenting Internal Quality Audits of assigned offices, projects, and jobsites, alongside managing all related follow-up activities.
- Conducting audits to ensure compliance with Parsons standards, contract requirements, and applicable codes, specifications, and drawings.
- Facilitating all internal and external Quality audits and briefing management on the results.
- Effectively documenting, following up on, and closing corrective actions, both internal and external.
Compliance and Documentation Review
This role involves critical review and analysis to uphold quality standards across all operations:
- Analyzing findings, issues, and non-conformances identified during audits to determine program quality and identify performance trends, including all available oversight results and trending data.
- Assisting in qualification audits of suppliers for purchased items and services.
- Assuring audited activities meet Parsons’ quality program and Client quality requirements.
- Performing quality engineering reviews of design documentation for compliance with stated requirements, including vendor quality manuals and company quality records.
- Verifying that Parsons and customers’ quality requirements comply with quality standards and quality program requirements for products and services provided.
- Collaborating in the development and maintenance of Quality Policy, Processes, Procedures, and related documents.
- Reviewing Quality Manuals, documents, and implementation procedures to verify compliance with industry codes and standards, regulations, and regulatory commitments.
- Reviewing from a quality perspective (and approving if required) documents prepared by internal or external organizations such as quality manuals and procedures, technical deliverables, test plans and procedures, purchase orders, and subcontracts.
- Collaborating with management for interface on Quality activities with internal or external organizations (customers, suppliers, subcontractors, and others).
Required Qualifications and Experience
Candidates for this Senior Quality Engineer position must meet the following criteria:
- A minimum of 5-10 years of relevant experience in quality engineering.
- Lead Auditor certification (ISO 9001 or equivalent) or ASQ Certification (such as CMQ/OE, CQA, or CQE) is required.
- Demonstrated experience with quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM, and similar organizations.
- Experience working internationally, with a preference for experience within the Kingdom of Saudi Arabia (KSA).
Additional Responsibilities and Expectations
Beyond core quality functions, the role includes:
- Promoting safety awareness, including strict adherence to safety rules and requirements, and participating in safety field audits and assessments as needed.
- Performing statistical process control.
- Providing technical guidance to lower-level Quality personnel as appropriate.
- Undertaking other responsibilities associated with this position as may be assigned.
