About the Role

Qiddiya Investment Company is seeking a Director – MEP Delivery to join its Residential Business Unit in Riyadh. This full-time role involves leading the successful delivery of Mechanical, Electrical, and Plumbing (MEP) works across large-scale residential districts. The Director will ensure all works are delivered safely, on time, within budget, and to the required quality standards.

Role Purpose and Context

This is a critical leadership position focused on the delivery of mechanical, electrical, plumbing, fire/life safety, and specialist building services for residential projects. The role requires strong technical MEP expertise, hands-on construction delivery experience, and the ability to manage various stakeholders including consultants, contractors, utility providers, and internal teams within a complex giga-project environment. Collaboration with Development, Design, Commercial, Procurement, PMO, and Delivery teams is essential to ensure MEP systems are coordinated, buildable, procured, installed, tested, commissioned, and handed over according to project requirements.

Key Responsibilities

  • Lead the MEP delivery strategy for assigned residential projects, encompassing villas, townhouses, apartments, infrastructure interfaces, and community assets.
  • Oversee the delivery of mechanical, electrical, plumbing, fire/life safety, ELV, ICT, and specialist systems from construction planning through installation, testing, commissioning, and handover.
  • Manage and coordinate MEP consultants, contractors, subcontractors, and specialist vendors to ensure performance against programme, budget, quality, and safety requirements.
  • Review and challenge MEP design, shop drawings, material submissions, method statements, and technical proposals for buildability and compliance with project standards.
  • Collaborate with Design and Development teams to resolve technical issues, manage design changes, and ensure MEP solutions support the overall residential product and customer experience.
  • Coordinate MEP interfaces with infrastructure, utilities, civil works, architecture, structure, façade, landscape, and fit-out packages.
  • Drive construction readiness for MEP works, including procurement planning, long-lead item tracking, authority approvals, utility connections, and commissioning strategy.
  • Monitor site progress, identify risks and constraints, and ensure timely resolution of technical, commercial, and programme-related issues.
  • Support value engineering and cost control initiatives while maintaining quality, safety, maintainability, and operational performance.
  • Ensure all MEP works comply with applicable codes, standards, authority requirements, Qiddiya governance, and project specifications.
  • Lead testing, commissioning, inspections, snagging, handover documentation, and operational readiness for MEP systems.
  • Provide clear reporting to senior leadership on MEP progress, risks, mitigation plans, and key decisions required.
  • Build strong working relationships with internal stakeholders, delivery partners, consultants, contractors, authorities, and utility providers.
  • Lead, mentor, and develop MEP delivery team members, promoting high standards of accountability, collaboration, and technical excellence.

Qualifications and Experience

  • Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related discipline.
  • Minimum of 15+ years of relevant experience in MEP construction delivery, with significant experience on large-scale residential, mixed-use, or masterplanned developments.
  • Proven track record in a senior MEP delivery leadership role, ideally at Director level or equivalent.
  • Strong experience delivering MEP works on complex projects from construction stage through testing, commissioning, and handover.
  • Experience managing consultants, contractors, and specialist subcontractors in a client-side, developer, PMC, or major contractor environment.
  • Experience with residential developments, including villas, townhouses, apartments, high-rise residential, or large residential communities, is strongly preferred.
  • GCC or Saudi Arabia project experience is highly advantageous.
  • Professional registration or membership with a relevant engineering body is advantageous.

Required Skills and Competencies

  • Strong technical understanding of mechanical, electrical, plumbing, fire/life safety, ELV, ICT, utilities, and commissioning processes.
  • Strong understanding of construction sequencing, site logistics, authority approvals, utility interfaces, and operational handover requirements.
  • Ability to challenge technical assumptions, resolve complex delivery issues, and drive practical, buildable solutions.
  • Strong commercial awareness, with the ability to support cost control, value engineering, and change management.
  • Excellent stakeholder management skills, with the ability to work across development, design, commercial, procurement, delivery, and external partner teams.
  • Strong leadership and communication skills, with experience managing teams in a fast-paced, high-pressure project environment.
