About the Role

Qiddiya is seeking a Director Technical Services for its Commercial Office, based in Riyadh. This full-time role involves leading the technical services discipline for Qiddiya's Commercial Office Development portfolio, which is a key component of the wider giga-project masterplan. The Director will be responsible for translating Qiddiya's design vision into deliverable, investment-grade office assets.

Role Context and Objectives

The position oversees the entire project lifecycle, from concept and masterplan integration through to design development, authority approvals, and the creation of construction-ready documentation. A core responsibility includes managing a network of international architecture and multidiscipline engineering consultants to ensure project objectives are met.

Key Responsibilities

• Lead the technical services functional team, including subject matter experts in civil and structural engineering, MEP, and facades.
• Provide specialist technical services input to support design competitions, consultant selection, and novation of architectural firms and lead design consultants for office assets and mixed-use commercial parcels.
• Support specialist design managers in directing concept design, schematic design, detailed design development, and construction documentation stages, ensuring design intent is maintained through to delivery.
• Interface with masterplanning, infrastructure, landscape, and sustainability teams to ensure fully coordinated design outcomes.
• Assist the design management team in evaluating design consultant performance against scope, program, and fee, including chairing design review boards and technical workshops.
• Support the design management team in developing consultant performance KPIs across all design phases, collating these KPIs, and sharing them with the central QIC procurement function.
• Ensure compliance with Saudi Building Code, Mostadam/LEED sustainability targets, civil defense requirements, Qiddiya design guidelines, and COBU design, technical, smart, and sustainability guidelines.
• Lead value engineering exercises for specialist disciplines while preserving design quality and the investment value of commercial office assets.
• Present design proposals and progress to executive leadership, investment committees, and government stakeholders.
• Mentor and develop the in-house technical services function as the Commercial Office Development pipeline expands.

Qualifications and Experience

• A minimum of 10 years of relevant experience in technical services leadership within commercial office development.
• Demonstrated ability to manage complex design processes and consultant networks.
• Strong understanding of design vision translation into deliverable assets.

Work Environment

This role is based in Riyadh and operates on a full-time basis within Qiddiya's Commercial Office Development team. The position requires collaboration with various internal and external stakeholders, including masterplanning, infrastructure, landscape, and sustainability teams, as well as international consultants.
