About the Role

Qiddiya, a major entertainment, sports, and culture mega-project located near Riyadh, Saudi Arabia, is seeking a Director - Viaduct, Stations and Tunnels. This full-time position requires a minimum of 10 years of experience and is based in Riyadh, Riyadh Province.

Position Overview

The Director of Viaduct, Stations and Tunnels (VST) will lead the client-side delivery of a Design & Build package for civil infrastructure. This includes viaducts, stations, tunnels, shafts, portals, and associated works, crucial for a new metro railway program. The role is responsible for the comprehensive planning, integrated design, delivery, testing, commissioning, handover, and operational readiness of this package. As the Owner's lead representative for VST scope, the Director will ensure coordination and integration with other packages, such as the Depot, Rolling Stock and Systems (DRSS), to achieve overall project delivery in accordance with safety, efficiency, operational, technical, and regulatory requirements.

Key Responsibilities

  • Lead the delivery of all VST civil infrastructure works, ensuring adherence to scope, schedule, budget, quality, and safety objectives.
  • Oversee contractor performance, construction progress, risk management, and change control processes.
  • Manage complex interfaces between civil works, railway systems, rolling stock, utilities, existing infrastructure, and third-party stakeholders.
  • Cultivate and maintain strong relationships with government entities, regulatory authorities, utility providers, and developers.
  • Ensure construction delivery aligns with approved designs, operational requirements, and asset handover objectives.
  • Drive the resolution of technical, contractual, stakeholder, and construction-related issues.
  • Support testing, commissioning, operational readiness, and the transition into operations.
  • Provide executive reporting, governance, and strategic decision-making support.

Qualifications and Experience

  • Bachelor's degree in Civil Engineering, Structural Engineering, Construction Management, or a related discipline.
  • A minimum of 20 years of experience in major infrastructure delivery, with at least 15 years in senior leadership roles.
  • Proven experience delivering metro, railway, or major transportation infrastructure projects, specifically including stations, tunnels, and elevated structures.
  • Experience working within the Middle East region is required.
  • Strong expertise in programme delivery, interface management, stakeholder engagement, risk management, and contract administration.
  • Chartered Engineer status or equivalent professional accreditation is preferred.
  • Experience in client-side leadership roles on mega-projects exceeding USD 4 billion is highly desirable.

Managing complex interfaces with railway systems, civil infrastructure, operational assets, utility providers, government stakeholders, developers, future operators, and contractors is a key aspect of this position within a rapidly developing urban environment.
