Financial Manager

Technical Skills (Specialized)

1. Budget Management and Financial Analysis

   • Preparing budgets and financial reports.

   • Analyzing financial performance and identifying strengths and weaknesses.

2. Accounting and Financial Statements Preparation

   • Thorough knowledge of International Financial Reporting Standards (IFRS).

   • Supervising financial statements with accuracy and transparency.

3. Cash Flow and Liquidity Management

   • Ensuring liquidity is available for daily business operations.

   • Effectively managing working capital.

4. Financial and Strategic Planning

   • Developing long-term financial plans.

   • Linking financial goals with the operational goals of the company.

5. Taxes, Zakat, and Regulatory Obligations

   • Understanding Zakat and tax systems in Saudi Arabia (such as Value Added Tax).

   • Ensuring compliance with the instructions of the Zakat, Tax, and Customs Authority.

• Review the interim budget and spending plan and link it to achievement rates.
• Review cash flows (weekly/monthly) and liquidity forecasts.
• Review contractors' and suppliers' statements and payments and link them to quantities and accomplishments.
• Review the integrity of escrow accounts (if any) according to regulatory requirements.
• Review monthly closures and executive reports and align them with project/PMO progress.
• Review claims and changes (VOs/Variations) from a financial and contractual perspective.
• Improve the follow-up mechanism and build simplified executive performance reports/dashboards for quick decision-making.
• Review and develop financial models and procedures and the approval process to ensure compliance and efficiency.
• Review compliance with IFRS and zakat/tax/e-invoicing and fulfilling auditors' requirements.

• Bachelor's degree in Finance/Accounting (MBA preferred), 15 years of experience (5+ of which in construction/real estate/supervision projects).
• Experience in real estate development is preferred, as well as off-plan sales projects.
• Preferred professional certification (SOCPA/CPA/CMA).
• Proficiency in ERP and advanced Excel and Power BI, excellent Arabic, good English.
• Direct experience with escrow accounts and interim disbursement according to regulatory requirements.
• Cost control and linking EVM/SPI/CPI to financial reports.
• Previous experience in developing models and procedures (SOPs/RACI) and redesigning processes to improve the speed and reliability of reports.
• Previous dealings with guarantees/letters of credit and improving financing costs.
