The Opportunity: Pavement Evaluation & Studies Department Manager

ACES is seeking a Pavement Evaluation & Studies Department Manager to join its team in Riyadh, Saudi Arabia. This full-time role involves leading and managing specialized department services, commercializing offerings, and supporting ACES branches in pavement-related projects. The manager will also assist the Special Studies and Materials Departments and is responsible for developing, implementing, and monitoring environmental strategies for sustainable development within the department. This position reports to the RCE of Pavement Evaluation and Studies Manager.

Key Responsibilities

• Develop long-term strategies and set departmental targets aligned with ACES' vision.
• Identify and leverage opportunities for business expansion through innovative services or markets.
• Lead and train the Department team, fostering a positive culture and empowering subordinates.
• Oversee the establishment and implementation of departmental policies, goals, quality objectives, and procedures.
• Develop departmental business plans in line with ACES strategies and objectives, monitoring costs and resources.
• Manage department staffing and budgeting projections.
• Lead specialized evaluation tests for pavement materials and structures for highways and airports.
• Conduct training for ACES staff on specialized equipment.
• Lead and manage the design processes for flexible and rigid pavement structures for highways and airports.
• Provide consultations to ACES branches on pavement materials and evaluation.
• Market the Center and ACES pavement materials services in coordination with Branch Managers.
• Prepare proposals, quotations, and reports for projects.
• Represent the Regional Center for Pavement (RCP) both internally and externally.
• Conduct development research to upgrade the technical capabilities of the Center and submit recommendations to management.
• Prepare and submit monthly and annual reports on ongoing and finished works.

Qualifications and Experience

• Master's or PhD Degree in Civil Engineering, Pavement, or a related field. A PhD is preferable.
• 5-10 years of relevant professional experience.
