About the Role

HanmiGlobal MENA is seeking a qualified Procurement Engineer to join its program management and PMCM team in Riyadh, Saudi Arabia. This full-time position involves facilitating, coordinating, and reporting on procurement operations for a large-scale, multi-work package land and infrastructure development program. The role supports a major government entity and requires a professional with 5-10 years of experience.

Role Context and Objectives

The Procurement Engineer will provide program-level coordination, tracking support, and operational oversight for procurement activities. The primary objective is to ensure all procurement plans, long-lead item logs, and supplier compliance metrics align with approved project schedules, technical requirements, contractual obligations, and overall program delivery objectives. This role is crucial for supporting the successful delivery of the comprehensive development program.

Key Responsibilities

  • Review procurement plans, schedules, and sourcing activities submitted by Lead Developers to ensure alignment with program milestones and construction needs.
  • Monitor procurement progress, key milestones, and critical deliverables, identifying potential delays and recommending corrective actions.
  • Track the procurement status of long-lead materials, equipment, utility components, and specialist systems.
  • Monitor manufacturing, logistics, delivery schedules, and supply chain performance to identify risks impacting project delivery.
  • Support the development and implementation of procurement mitigation and recovery plans for critical activities.
  • Maintain procurement registers, tracking logs, databases, and performance records.
  • Prepare procurement dashboards, executive reports, KPI summaries, and performance analyses for PMCM Management and the Client.
  • Review procurement documentation to ensure compliance with approved procedures, governance, contractual obligations, and audit requirements.
  • Coordinate procurement activities with Planning & Scheduling, Technical, Commercial, and Project Controls teams for seamless integration across program packages.
  • Assist in identifying procurement-related risks, monitoring mitigation measures, and supporting contingency planning.
  • Participate in procurement review meetings, workshops, audits, and continuous improvement initiatives, promoting best practices in procurement governance and supply chain management.

Qualifications and Experience

  • Bachelor's Degree in Engineering, Procurement, Supply Chain Management, Construction Management, Quantity Surveying, Business Administration, or a related discipline.
  • A minimum of ten (10) years of professional experience in procurement, supply chain management, infrastructure delivery, construction, urban development, or major capital projects.
  • Experience within PMCM, PMC, consultancy, developer, contractor, or client-side organizations, preferably on major land development and infrastructure projects in Saudi Arabia or the GCC.

Work Location and Type
