About the Role

Parsons Corporation is seeking a Procurement Lead PUA O&M to oversee all procurement activities related to Operations & Maintenance for the PUA program. This full-time position is based in Riyadh, Saudi Arabia, and requires a candidate with over 10 years of experience.

Role Overview and Responsibilities

The Procurement Lead will be responsible for developing and executing procurement strategies to ensure reliable, cost-effective Operations & Maintenance (O&M) delivery. This includes managing long-term service contracts, operating agreements, maintenance frameworks, spares, consumables, and outsourced support services. The role demands a focus on transparency, compliance, and alignment with PUA performance and safety objectives.

Key responsibilities include:

  • Developing and owning the O&M procurement strategy for the PUA program, encompassing operations, maintenance, asset management, and support services.
  • Defining sourcing strategies and category plans for service providers, maintenance services, long-term contracts, spare parts, and technical support.
  • Leading end-to-end O&M tender management, including market sounding, document preparation (RFIs, RFPs, SLAs), evaluation, and negotiations.
  • Recommending appropriate contracting models and developing balanced contract terms with legal, finance, and technical teams.
  • Building and maintaining a qualified supplier base and establishing supplier performance management frameworks.
  • Ensuring compliance with governance frameworks, procurement regulations, and managing commercial risks.
  • Collaborating with operations, maintenance, and asset management teams to ensure procurement aligns with technical requirements, lifecycle strategies, and budgets.
  • Acting as the primary O&M procurement interface with government agencies, regulators, operators, and internal stakeholders.
  • Leading and mentoring a dedicated O&M procurement team, promoting best practices and capability development.

Essential Qualifications and Experience

Candidates must possess:

  • A Bachelor’s degree in Engineering, Supply Chain Management, Business, Quantity Surveying, or a related discipline.
  • A minimum of 20 years of procurement experience within the transport sector (rail, metro, highways, public transport, or similar).
  • Significant experience leading procurement of O&M and long-term service contracts for major transport or infrastructure assets.
  • A proven track record in complex tendering, evaluation, negotiation, and contract award for high-value service and maintenance agreements.
  • A strong understanding of operations, maintenance practices, asset management, and lifecycle costing in transport systems.
  • Regional experience in the GCC / Middle East, with familiarity with local procurement regulations and O&M market dynamics, is highly desirable.

Desirable Qualifications

  • A Master’s degree in a relevant field such as Asset Management, Project Management, Supply Chain, or Infrastructure Management.
  • Professional certification (*, CIPS, ISM, RICS, or equivalent).
  • Experience with performance-based contracts, availability-based payments, or PPP/concession O&M structures.

Required Skills and Competencies

  • Strong commercial acumen with expertise in service and lifecycle cost analysis.
  • Advanced negotiation and contract structuring skills.
  • In-depth knowledge of procurement methodologies, evaluation techniques, and contract forms for O&M.
  • Excellent stakeholder management and communication skills, capable of engaging at an executive level.
  • High ethical standards, integrity, and a commitment to transparent, auditable procurement processes.
  • Strong analytical, risk-based decision-making, and documentation skills.
