About the Procurement Lead Role

Parsons Corporation is seeking a Procurement Lead for the PUA VST program in Riyadh. This full-time position requires over 10 years of experience in procurement, focusing on major transport infrastructure and systems contracts. The role is integral to the successful delivery of the PUA–VST program by overseeing all procurement activities from strategy to execution.

Program Procurement Strategy and Planning

The Procurement Lead will develop, own, and refine the procurement strategy for the PUA–VST corridor within the DMO framework. This includes defining sourcing strategies for key categories such as civil works, rail/road systems, signaling, telecommunications, control systems, rolling stock interfaces, transport buildings, depots, stations, hubs, and professional services. Procurement plans will be aligned with program objectives, funding, risk appetite, and DMO governance, supported by a master procurement schedule that integrates with design, approvals, and delivery milestones.

End-to-End Procurement and Tender Management

This role involves leading pre-market engagement, industry briefings, and prequalification processes for major contracts. Responsibilities include overseeing the development and quality assurance of all procurement documentation, such as Expressions of Interest, RFQs, RFP/ITT documents, scopes of work, commercial conditions, pricing schedules, and evaluation criteria. The Procurement Lead will manage the entire tender cycle, from document issuance and clarification handling to coordinating evaluations and finalizing award recommendations, ensuring all processes are fair, traceable, and compliant with DMO policies and regulations.

Contracting Strategy and Supplier Management

The Procurement Lead will recommend appropriate contracting and commercial models for PUA–VST packages, collaborating with legal, finance, risk, and technical teams to develop robust contract terms and risk allocation. Commercial negotiations with bidders will be led to secure optimal program outcomes. Additionally, the role focuses on developing and maintaining a competitive supplier base, monitoring market intelligence, and establishing supplier performance frameworks to drive continuous improvement and collaboration.

Governance, Compliance, and Stakeholder Engagement

Implementation of DMO procurement governance frameworks and controls is a key responsibility, ensuring compliance with public procurement laws, funding agency requirements, and internal procedures. The role involves identifying and managing procurement and commercial risks, integrating them into the program risk register, and developing mitigation strategies. The Procurement Lead will also serve as the principal procurement interface for PUA–VST within the DMO, presenting strategies and outcomes to senior leadership and engaging with stakeholders to align with national transport strategies.

Qualifications and Experience

Essential qualifications include a Bachelor’s degree in Engineering, Quantity Surveying, Supply Chain Management, Business, or a related discipline, with a minimum of 20 years of procurement experience in the transport sector (rail, metro, highways, etc.). A demonstrable track record of leading procurement on large-scale transport programs, extensive experience managing complex infrastructure and systems contracts, and regional experience in the GCC/Middle East (ideally Saudi Arabia) with knowledge of local regulations are required. Desirable qualifications include a Master’s degree in a relevant field or professional certification (*, CIPS, ISM).
