About the Role

WSP in the Middle East is seeking an experienced Project Handover & Closeout Manager to join their team in Riyadh. This full-time role is crucial for the successful delivery and transition of large-scale civil infrastructure projects across the Riyadh Region, ensuring assets are fully completed, compliant, documented, and ready for operational handover to the client.

Key Responsibilities

The Project Handover & Closeout Manager will lead all handover and closeout activities, coordinating effectively between construction teams, contractors, consultants, and client stakeholders. This includes:

• Leading end-to-end project handover from construction completion to final client acceptance.
• Developing and implementing handover strategies, plans, and schedules aligned with project milestones.
• Ensuring the completion of all handover deliverables, including as-built drawings, O&M manuals, asset registers, and testing/inspection records.
• Acting as the primary interface between construction teams, contractors/subcontractors, and client/end-users.
• Coordinating across civil, utilities, and infrastructure disciplines to ensure full handover readiness.
• Verifying compliance with specifications, standards, and contractual requirements, and ensuring closure of all defects and punch list items.
• Overseeing final inspections, approvals, and authority sign-offs.
• Ensuring infrastructure is operationally ready, including functionality, safety compliance, and usability.
• Supporting the smooth transition from construction to operations and formal asset transfer.
• Tracking and reporting progress on handover activities, closeout milestones, and key risks/issues.
• Maintaining structured documentation for traceability and completeness of all closeout records.

Qualifications and Experience

Candidates for this role should possess the following qualifications:

• A Bachelor’s Degree in Civil Engineering is mandatory.
• A minimum of 15+ years of experience in civil infrastructure projects and construction delivery/execution.
• Proven experience in project handover, closeout, or completion phases for large-scale infrastructure projects (*, roads, utilities, tunnels).
• Experience working within PMC, consultancy, or contractor environments.
• A strong understanding of the construction lifecycle, project delivery, and handover/closeout processes.
• Familiarity with inspection processes, testing coordination, and final approvals.
• Experience managing multiple contractors and stakeholders on complex infrastructure projects.
