About the Role

Hill International (Middle East) Limited is seeking a Senior Budgeting Specialist (E2) to join their team in Riyadh. This is a full-time position requiring over 10 years of experience in a related field.

Key Responsibilities

• Perform project management tasks and duties as directed by the Manager, Engineering & Projects Division.
• Implement budgeting and financial record-keeping procedures to ensure efficient coordination of departmental and designated accounts, maintaining accurate financial status of cost centers.
• Adhere to the program's Cost Coding System.
• Develop cost centers for each project.
• Develop coding for all projects' permanent equipment to facilitate handover to the operation team.
• Analyze existing budgets and develop budgets and forecasts.
• Conduct cost-benefit analyses and manage cash flow.
• Provide financial advice and prepare budget reports.
• Maintain awareness of and ensure compliance with Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.
• Perform other duties as assigned by the line manager or supervisor.

Qualifications and Experience

• Bachelor's or Master's Degree in Accounting or Engineering from an accredited university.
• Minimum of 15 years of experience in a related field, specifically on national or international major initiatives and developments.
• Extensive knowledge and experience in project budgeting.
• Proven experience in managing and prioritizing project budgets.
• Familiarity with Kingdom financial processes and procedures.

Required Skills and Abilities

• Ability to present budgeting plans and requirements to senior management and government authorities.
• Capability to negotiate with multiple stakeholders to secure project budgets.
• Fluent communication skills in both Arabic and English.
• Excellent verbal and written communication skills.
