About the Role

Qiddiya Investment Company is seeking a Senior Manager - Commercial to oversee the Racecourse project. This full-time position is based in Riyadh Province, Saudi Arabia. The role is critical to the successful commercial management of a landmark development within the Qiddiya giga-project, focusing on a world-class horseracing destination.

Role Context and Scope

This position involves leading and managing the procurement and commercial aspects of approximately SAR 3 billion in Provisional Sum works packages. These packages are delivered through a Management Contractor operating under a FIDIC-based contract. The Senior Manager will lead a team of Commercial Leads responsible for multiple delivery streams, overseeing a significant number of procurement packages from strategy through to final account, ensuring Qiddiya's commercial interests are protected.

Key Responsibilities

• Lead and oversee procurement and commercial management for approximately SAR 3 billion in Provisional Sum works packages, managed under a FIDIC-based contract.
• Monitor the Management Contractor's procurement activities, ensuring compliance with Schedule 28 procedures and project governance.
• Manage and mentor a commercial team of approximately 20 individuals, providing direction throughout the project lifecycle.
• Coordinate with Design Management to ensure timely release of information according to design schedules.
• Manage supply chain engagement processes, including EOIs, NDAs, PQQs, and contractor assessments.
• Identify, assess, and prequalify suitable contractors and subcontractors for up to 75 procurement packages.
• Lead tender evaluations, clarification meetings, and commercial negotiations, assessing submissions, risks, and deviations.
• Prepare tender reports, governance papers, and executive presentations for internal approvals.
• Provide commercial analysis on variations, valuations, claims, and other contractual matters for awarded works packages.
• Monitor commercial performance, procurement risks, and contractor compliance to safeguard Qiddiya's commercial interests through to final account.

Required Qualifications and Experience

• Bachelor's degree (Hons) in Quantity Surveying, Commercial Management, or a related discipline.
• A minimum of 10+ years of commercial and procurement experience on major construction, infrastructure, or giga-projects.
• Experience in Management Contracting and FIDIC-based procurement environments is essential.
• Demonstrated experience in procurement governance, tendering, subcontractor selection, commercial negotiations, contract administration, and claims management.
• Proven ability to lead and manage large commercial teams across multiple concurrent packages in a fast-paced project environment.
• Experience managing procurement through its full lifecycle, from strategy and prequalification to final account and dispute resolution.
• Familiarity with procurement systems, project management software, and risk management principles.

Skills and Competencies

• Excellent stakeholder engagement skills, with the ability to interface effectively across design, delivery, and governance functions.
• Strong leadership and team management capabilities.
• Proficiency in commercial analysis and contract management.
• MRICS qualification is preferred but not essential.
