Role Overview at KEO International Consultants

KEO International Consultants is an established AEP/PMCM firm with over 60 years of experience in planning, design, and project delivery across built and natural environments. Recognized by ENR as one of the Top 225 International Design Firms and one of the Top 20 International PM/CM Firms, KEO is seeking a Senior Project Engineer - Waste Management to join its Sustainability and Environment Division in Riyadh, Saudi Arabia. This full-time role involves supporting waste management policy and strategy for projects across the Middle East and potentially further abroad, reporting directly to a Project Manager. Candidates should possess 5-10 years of relevant experience.

Project Delivery and Technical Assessments

The Senior Project Engineer will be responsible for a range of technical and project support activities, including:

  • Supporting the delivery of waste infrastructure projects across feasibility, design, procurement, construction, and operational phases.
  • Undertaking technical assessments of waste treatment technologies, including thermal, mechanical, biological, and chemical treatment processes.
  • Preparing technical reports, feasibility studies, due diligence assessments, options appraisals, and business cases.
  • Assisting in the development of Basis of Design (BoD) documents, process descriptions, mass balances, technical specifications, and performance requirements.
  • Reviewing contractor and technology supplier submissions and providing technical recommendations.
  • Supporting waste characterisation studies, facility assessments, operational reviews, and technology evaluations.

Project Coordination and Business Development

This role also involves coordination, documentation, and business development efforts, such as:

  • Assisting in the development of procurement documentation, including Employer's Requirements, technical schedules, and tender evaluation criteria.
  • Leading client meetings, workshops, and stakeholder engagement activities.
  • Supporting Project Managers in planning and delivering projects to programme, budget, and quality requirements.
  • Coordinating multidisciplinary technical inputs from internal teams and external specialists.
  • Tracking project actions, risks, deliverables, and programme activities.
  • Assisting with the management of subcontractors and specialist technical advisors.
  • Proactively undertaking business development activities and leading client presentations.
  • Preparing technical and commercial proposals.
  • Developing methodologies, work plans, programmes, and resource schedules for bids.
  • Preparing project references, case studies, and capability statements.
  • Contributing to market research and opportunity identification across target sectors and geographies.
  • Maintaining awareness of developments in waste treatment technologies, circular economy initiatives, and regulatory requirements.
  • Contributing to the continuous improvement of technical standards, templates, and best practices across the waste management team.
  • Supporting knowledge sharing and collaboration across KEO's international offices.
