About the Role

Nuqtah Business Solutions is seeking a Spending Efficiency Consultant to join a client's consulting team in Riyadh, Saudi Arabia. This full-time role focuses on supporting a multi-track, two-year government program by designing methodologies, providing procurement advisory, sourcing opportunities, and managing change. We are filling both senior and mid-level positions under this posting, and candidates are requested to indicate their experience level in their application.

Key Responsibilities

  • Manage the readiness-enhancement reporting cycle in alignment with the Sustainability Pillars Program requirements.
  • Design methodologies for capacity/demand studies, spending-quality evaluation, and financial-impact measurement.
  • Draft the Procurement & Contracting Guide, encompassing method inventory, cost estimation, a comparison framework, and adoption mapping.
  • Prepare the Spending Efficiency Opportunities Study, including a comprehensive policy inventory across the entire spending lifecycle.
  • Conduct stakeholder workshops to map core services, identify efficiency opportunities, and formulate policy recommendations.
  • Develop change-management and incentive mechanisms to advance maturity towards the "Adopt" level.
  • Oversee quarterly technical support reports and the annual spending-efficiency report.
  • For senior positions, responsibilities also include supervising junior team members and managing client relationships.

Required Qualifications and Experience

Candidates should possess 5-10 years of relevant experience, with specific qualifications including:

  • Direct prior experience working with, or delivering engagements aligned to, the standards of the Expenditure Efficiency and Government Projects Authority (هيئة كفاءة الإنفاق والمشروعات الحكومية).
  • Demonstrated familiarity with the Authority's Sustainability Pillars Program, guidance manuals, and reporting requirements.
  • Experience with government maturity/readiness frameworks, capital-project evaluation, or change management initiatives.

Program Context

This role is integral to a significant two-year government program focused on enhancing spending efficiency. The consultant will contribute to various tracks of this program, working within a dynamic consulting environment to implement strategic improvements and drive sustainable change.
