About the Role
51Talk is seeking a Government Affairs & Public Policy Research Specialist to join its team in Riyadh, Saudi Arabia. This full-time position is integral to establishing, maintaining, and strengthening relationships with government authorities across the Kingdom. The role ensures the company's operations adhere to local laws and regulations, monitors policy developments, and provides analysis and strategic advice to support sustainable growth in Saudi Arabia and the Middle East region. The specialist will be a key member of the Government Affairs team, reporting to the Head of Government Affairs, and requires a deep understanding of the Saudi government landscape and its interaction with the private sector.
Key Responsibilities
- Establish and maintain long-term, stable working relationships with relevant government entities, including the Ministry of Education, Ministry of Investment, Ministry of Communications and Information Technology, and the Ministry of Human Resources and Social Development.
- Represent the company in government meetings, industry forums, and policy discussions, clearly communicating the company's position and business value.
- Monitor policy developments and communicate key regulatory updates internally, providing strategic advice and response plans on critical issues.
- Continuously track, collect, and analyze Saudi laws, regulations, and policy developments relevant to the company’s business, particularly in the areas of education, technology, foreign investment, and data protection.
- Prepare policy analysis reports, assess regulatory impact on business operations, and provide strategic recommendations to senior management.
- Ensure that company operations, marketing activities, and products comply with all applicable Saudi laws, regulations, and regulatory requirements.
- Proactively understand key government initiatives such as digital education and language training, assist business departments in designing alignment plans, and promote cooperation opportunities.
- Provide support and guidance to the company in handling government bidding, qualification applications, and permit processing.
- Act as a subject-matter expert on Saudi regulatory and policy environments, providing advisory support and training to internal teams (marketing, product, legal, etc.).
- Coordinate internal resources to respond efficiently to government inquiries, information requests, or policy consultations.
Qualifications and Experience
- Minimum of 3 years of experience in government affairs, public policy, or external relations within Saudi government agencies, public institutions, multinational companies, or reputable consulting firms.
- Prior experience working with the Saudi Ministry of Education or other government bodies related to education or training is highly preferred.
- Strong familiarity with the Saudi government structure, decision-making processes, and policy environment, with an established professional network.
- Experience in handling government relations and communications.
- Experience in analyzing policies and providing supportive compliance.
- Experience in supporting strategic projects.
- Experience in internal coordination and advisory.

Education and Language Proficiency
Candidates should hold a Bachelor’s degree or above from a reputable Saudi university or a leading international university. Preferred fields of study include Public Policy, International Relations, Law, Business, Education, or other related disciplines. The role requires excellent business-level proficiency in English for speaking, reading, and writing, enabling participation in formal meetings, report preparation, and negotiations. Native-level proficiency in Arabic is essential. Candidates with Chinese communication skills will be given priority.

This is a full-time position based in Riyadh, Saudi Arabia. The required experience for this role is between 2-5 years.
