The Role: Human Resources Manager, Red Sea International Airport

Daa International is seeking a Human Resources Manager for the Red Sea International Airport project in Tabuk, Saudi Arabia, covering locations such as Umluj and Tabuk. This full-time role involves partnering closely with the Airport’s Senior Leadership Team and People Managers to develop a high-performing, engaged workforce. The HR Manager will ensure effective delivery of HR services across the full employee lifecycle, acting as a trusted HR advisor who provides pragmatic guidance on people matters, supports operational excellence, and ensures compliance with Saudi Labour Law and daa International policies.

Key Responsibilities

  • Provide the full range of HR services to support the end-to-end employee experience at Red Sea International Airport, ensuring compliance with local regulations.
  • Act as the primary HR Business Partner to the Airport Leadership Team, People Managers, and employees, offering professional advice and practical solutions across all HR areas.
  • Provide front-line advice to People Managers on employee relations issues, serving as an expert advisor in Saudi Arabian labour law.
  • Offer expert guidance on employee relations matters, including workplace investigations, disciplinary, and grievance processes, ensuring fair and legally compliant outcomes.
  • Develop a thorough understanding of airport operations to proactively identify people-related risks and opportunities, partnering with managers to implement effective HR solutions.
  • Support and guide People Managers in the implementation of HR policies, processes, and ways of work.
  • Partner with the KSA Talent Acquisition team to support resourcing plans for Red Sea International Airport, taking a direct role in recruitment as appropriate.
  • Coordinate with the onboarding team to ensure successful induction and probation management for new employees.
  • Develop and maintain rolling workforce plans in partnership with operational leaders, aligning staffing requirements with operational demand and business growth.
  • Support People Managers in objective setting, performance reviews, and performance improvement plans to foster a high-performance culture.
  • Build and maintain strong working relationships with the Airport CEO, senior leadership team, and key stakeholders, acting as a trusted advisor on all people-related matters.
  • Lead and develop the on-site HR team, establishing clear priorities, service standards, and continuous improvement initiatives.
  • Collaborate with the wider KSA HR team and HR Centers of Excellence to implement strategic HR initiatives and organizational change programmes.
  • Produce, analyze, and present HR metrics and management information to support informed business decisions.
  • Collaborate with the Finance team at Red Sea International Airport to provide people data and other required information.
  • Champion daa International's values, promoting an inclusive, collaborative, and high-performing workplace culture.

Required Qualifications and Experience

  • Saudi National.
  • Bachelor’s degree in Human Resources or a relevant field.
  • Professional Memberships: Preferably CIPD or a similar qualification.
  • Minimum of 5-7 years of progressive HR experience, including experience in an HR Business Partner or HR Manager role supporting operational business functions.
  • Strong working knowledge of Saudi Labour Law and practical experience applying employment legislation in a business environment.
  • Experience working within a multicultural, matrix organization is highly desirable.
