The Role: HSE Site Lead

The HSE Site Lead serves as the senior on-site authority for Health, Safety, Security, and Environment (HSSE) at the facility in Al Jubail. This full-time role is critical for ensuring Air Products Qudra maintains its position as a safe industrial gases company through strong leadership, regulatory compliance, and continuous improvement in HSSE practices. The position requires 5-10 years of relevant experience.

Key Responsibilities

• Act as the site's competent authority and focal point for all HSSE matters.
• Lead the implementation of the company's HSSE strategy and systems at the site level.
• Embed a strong safety culture through visible leadership.
• Represent the company with regulatory and government authorities.
• Assist in implementing the company's HSSE philosophy and management, integrating local Saudi best practices into policies.
• Provide guidance, expertise, and technical support to operations management and employee-led safety and environmental committees for identifying, measuring, and controlling HSSE risks.
• Analyze plant operations to determine their impact on process safety, employee safety, health, and the environment, and collaborate with plant personnel to ensure compliance with HSSE policies and procedures.
• Develop, implement, train, coordinate, counsel, and enforce HSSE policies and procedures consistent with company requirements.
• Ensure consistent implementation of the company’s Health, Safety, Security & Environmental policies across the organization.
• Stay current with legislative changes and best practice information impacting HSSE compliance.
• Conduct internal HSSE Assessments and Assurance Audits according to company processes.
• Design and execute HSSE campaigns to enhance culture and raise awareness.
• Collect and analyze HSSE performance data weekly for completeness, accuracy, and remediation.
• Maintain and regularly update the company's legal compliance register.
• Perform site safety assessments and validate adherence to safety processes (Basic Safety Process/Top 20 Life Safety Systems).
• Perform Health Hazard Assessments, sound level surveys, ergonomic assessments, and Environmental Work Exposure (EWE).
• Ensure yearly medical check-ups and fit-to-duty certificates are executed as per legal and company requirements.
• Engage in emergency planning, ensuring all potential emergencies are identified, documented, and effective response plans are developed, implemented, tested, and evaluated.
• Ensure necessary emergency response training for staff is completed.
• Act as safety officer for the site emergency response team.
• Inspect facilities, machinery, and safety equipment to evaluate HSSE systems, identify hazards, and recommend controls.
• Lead and participate in incident investigations to determine root causes and develop preventative measures.
• Identify good practices and lead continuous improvement initiatives to reduce worker risks and improve safe work practices.
• Lead the development of staff and contractor training needs analysis (TNA) and the yearly HSSE training calendar.
• Provide technical advice, coaching, guidance, and mentoring to employees on HSSE initiatives.
• Monitor contractor HSSE management program implementation and correct deviations with zero tolerance.
• Participate in meetings with government departments responsible for safety, environmental, and fire protection, and public security.
• Assist in the certification and regular inspection of special equipment, lightning protection, grounding, and gas detection systems.
• Participate in major turnarounds and project activities, ensuring safety during these processes.
• Coordinate employee safety committee meetings and programs, encouraging participation and accountability.
• Support HSSE procurement processes.
• Serve as the single point of accountability for site HSE performance.
• Lead audits, inspections, and assurance programs.
• Own emergency preparedness and response.
• Lead incident investigations and corrective action tracking.
• Ensure contractor HSE compliance with zero tolerance.
