About the Role

The Arab Center for Engineering Studies (ACES), a specialized engineering company in the Middle East, is seeking a Health Safety Environment (HSE) Officer. This role supports the HSE Manager in implementing ACES's HSE Management System to ensure operational safety and environmental preservation. ACES provides engineering solutions across site and geotechnical investigation, materials technology, quality control, surveying, and environmental testing. Key Responsibilities

• Conduct daily inspections of laboratory and site operations, tools, and equipment to identify HSE hazards and ensure compliance with ACES HSE procedures.
• Collaborate with Department Managers to prepare departmental Risk and Impact registers, Project Task Risk/Impact Assessments, and necessary HSE plans.
• Work with Department Managers to execute HSE plans and implement established control measures.
• Ensure the consistent and proper use of Personal Protective Equipment (PPE) by all ACES staff.
• Participate in accident and incident investigations in coordination with Department Managers and the HSE Manager.
• Prepare Client HSE Site Observation Close-Out Reports.
• Develop and implement HSE training programs tailored to specific projects.
• Conduct daily toolbox meetings with ACES employees to discuss HSE requirements and procedures.
• Immediately report any observations of issues with potential risks to employee health and safety or the environment to the HSE Manager.
• Assist the HSE Manager in developing effective Emergency Response Plans and conducting emergency mockup drills.
• Support the HSE Manager in coordinating and delivering required HSE training for employees, aligning with the annual training program and project-specific needs.
• Maintain up-to-date records of HSE training and compile HSE statistics reports.
• Coordinate with Client site representatives to ensure the proper implementation of applicable project HSE requirements.
• Apply preventive maintenance programs for alarm, security, and protection systems.
• Undertake any other duties or responsibilities assigned by management.

Qualifications and Requirements

• University Graduate or Diploma holder.
• Must hold NEBOSH IGC, OSHA 30 Hours, and ISO 45001 certifications.
• A minimum of 4 years of experience in an HSE function.
• Possession of a valid Driving License is an added advantage.

Required Skills and Knowledge

• Awareness of ISO 14001 and ISO 45001 standards.
• Familiarity with the ACES HSE Management System.
• Knowledge of HSE-related legal requirements and the specific requirements of major clients.
• Understanding of ACES Operations.
• Proficiency in Occupational Safety, First Aid, and Radiation Safety.
• Expertise in Hazard and Aspect identification, Risk and Impact analysis, and the preparation of project Task Risk Assessments.
• Familiarity with Fire Fighting procedures.
• Knowledge of HSE requirements for major clients, including H2S awareness, Defense Driving, and Work in Confined Space protocols.
• Skills in HSE Data Analysis & Statistics.
• Proficiency in Risk and Impact Assessment.
• Experience with Root Cause Analysis.
• Excellent computer skills, specifically in MS Word and MS Excel.
• A very good command of the English language, both written and spoken.

Work Environment and Location

This is a full-time position based in Al Khobar, Eastern Province, Saudi Arabia. The role involves supporting the Civil Lab Supervisor.
