Main Responsibilities:

• Procurement Planning & Strategy: Develop and execute procurement strategies that align with operational needs.
• Sourcing & Vendor Management: Identify and evaluate suppliers, maintain vendor databases, and conduct performance reviews.
• Purchasing & Execution: Oversee timely procurement of fleet spares, rental equipment, PPEs, and capital equipment.
• Team Leadership: Mentor a small team of buyers and assistants, providing guidance and setting KPIs.
• ERP & Data Management: Implement procurement processes through the ERP system, analyze data for insights.
• Budgeting & Cost Control: Collaborate with Finance to align procurement with budgets and identify cost-reduction opportunities.

Qualifications:
• Bachelor’s degree in Supply Chain Management, Business Administration, or related field.
• Minimum 710 years of procurement experience, preferably in service-oriented industries.
• Strong negotiation and contract management skills.
• Bilingual in Arabic and English.

The general objective of the job:
Ensure the provision of materials, equipment, and technical services needed for projects with the highest quality, on time, and within budget, while considering technical specifications and contract terms.

Tasks and Responsibilities:

• Planning and Follow-up:
  Analyze project needs for materials and equipment in coordination with engineers and project managers. Prepare a time-based procurement plan according to the project schedule. Prepare and implement tables to track order and procurement statuses (Procurement Logs).
• Preparation of Purchase Requests (PRs):
  Review purchase requests received from projects. Ensure clarity of quantities and required technical specifications before starting the purchasing process.
• Communication with Suppliers and Manufacturers:
  Search for qualified local and international suppliers with experience in the Saudi market. Send Requests for Quotations (RFQs) and compare prices.
• Negotiation and Contracts:
  Negotiate the best commercial and technical terms. Prepare and review supply contracts.
• Issuing Purchase Orders (POs):
  Prepare purchase orders, obtain approval from the concerned management, and send the orders to suppliers.
• Follow-up on Supply and Delivery:
  Monitor delivery schedules and ensure compliance with deadlines.
• Quality and Technical Compliance:
  Coordinate the technical inspection of received materials and ensure that materials conform to specifications.
• Technical Support and Reporting:
  Provide periodic reports on the status of purchases for each project.
• Improvement and Development of Operations:
  Participate in evaluating supplier performance and improving supplier and manufacturer databases.

Required Skills:

• Good knowledge of construction materials and engineering equipment and understanding of technical specifications and plans.
• Strong negotiation skills.
• Proficient in using procurement management software.
