About the Opportunity

Career Executive 赛睿人力资源 is seeking a highly competent and detail-oriented Human Resources Manager to lead and manage all HR functions for a new transformer manufacturing facility in Ad Dammām, Eastern, Saudi Arabia. This is a full-time, standalone, hands-on role requiring a Saudi-based professional with over 10 years of experience and deep expertise in local labor laws and HR practices.

Role Overview

As the key HR partner on the ground, the Human Resources Manager will be responsible for end-to-end talent acquisition, employee lifecycle management, labor compliance, employee relations, and HR data governance. A critical aspect of this role involves serving as a bridge between the local workforce and the Chinese management team, ensuring smooth communication, cultural alignment, and operational efficiency within the new facility.

Key Responsibilities

  • Manage the full-cycle recruitment process for all local positions, including job posting, candidate sourcing, interviewing, selection, and offer negotiation.
  • Utilize local recruitment channels effectively to attract qualified Saudi talent and ensure compliance with regulations and Saudization (Nitaqat) targets.
  • Oversee the entire employee lifecycle, ensuring smooth and compliant onboarding processes for new hires (contract signing, visa processing, orientation, benefits enrollment).
  • Manage offboarding procedures, including exit interviews, final settlements, and necessary documentation, while maintaining accurate employee records in the HRIS system.
  • Serve as the subject matter expert on Saudi Labor Law, Social Insurance (GOSI), and other relevant regulations.
  • Independently handle employee relations matters, including grievance handling, disciplinary actions, and conflict resolution.
  • Proactively identify HR-related risks, implement preventive measures, and manage labor inspections and government audits.
  • Maintain and regularly update the HR database, ensuring data accuracy, confidentiality, and integrity.
  • Prepare and analyze HR reports and dashboards (headcount, turnover, attendance, recruitment metrics) to support management decision-making.
  • Act as a cultural liaison, facilitating effective communication and cooperation between the local Saudi workforce and the Chinese management team.
  • Support the Chinese management in personnel performance management, disciplinary actions, and organizational optimization initiatives.
  • Assist in the localization and implementation of HR policies and procedures from headquarters, ensuring adaptation to Saudi culture and legal requirements.
  • Continuously review and improve local HR processes to enhance efficiency and employee experience, demonstrating a rigorous, compliance-first approach.

Candidate Profile

  • Over 10 years of experience in Human Resources management.
  • Proven deep expertise in Saudi Labor Law, GOSI, and local HR practices.
  • Demonstrated ability to manage end-to-end HR functions independently in a standalone capacity.
  • Strong communication and interpersonal skills for effective cross-cultural collaboration.
  • Must be a Saudi-based professional.

Work Setting

This is a full-time position based at the new transformer manufacturing facility in Ad Dammām, Eastern, Saudi Arabia. The role operates in a dynamic environment requiring a hands-on approach to HR management and strong collaboration with both local and international teams.
