About the Role

MM Management Consultant is seeking a Project Director & Operations Manager JIS specializing in Oil & Gas Pipelines. This full-time position is based in Dammam, Eastern Region, Saudi Arabia, and requires a professional with extensive experience in cross-country pipeline EPC projects. The ideal candidate will possess a strong engineering background, preferably in Mechanical Engineering, and a proven track record in project execution and operational management within the oil and gas sector.

Core Responsibilities

The Project Director & Operations Manager will be responsible for driving execution excellence across multiple cross-country pipeline projects. This includes reviewing each project with Project Managers, actively ensuring adherence to approved schedules, and effectively removing bottlenecks. A core aspect of the role is to ensure that all engineering, procurement, construction, cost control, and claim management activities consistently meet Saudi Aramco standards.

Project Governance and Technical Oversight

  1. Conduct weekly deep-dive reviews with Project Managers on schedule, S-curve, critical path, look-ahead, and recovery plans to ensure robust Project Governance.
  2. Lead Technical Oversight, including constructability, interface, and risk reviews for pipeline EPC activities such as Right-of-Way (ROW), welding, Horizontal Directional Drilling (HDD), crossings, hydrotest, and commissioning.

Commercial Control and Stakeholder Management

  1. Manage Commercial Control by owning project P&L, cost-to-complete, Earned Value Management (EVM), change orders, and claim management in collaboration with clients and consultants.
  2. Execute effective Stakeholder Management, interfacing with both internal teams and external entities, including Saudi Aramco and relevant government authorities.

Required Qualifications and Experience

  • Minimum of 15+ years of experience in Oil & Gas cross-country pipeline EPC, covering engineering, procurement, and construction.
  • An engineering background is required, preferably in Mechanical Engineering.
  • Hands-on experience with ASME ******* standards; familiarity with Aramco standards is an added advantage.
  • Proven track record in delivering pipeline projects exceeding 200km in length and 24" diameter for clients such as ONGC, GAIL, EIL, or Aramco.
  • Expertise in cost control, delay analysis, Extension of Time (EOT) claims, and arbitration.
  • Previous employment with an Indian Pipeline EPC contractor approved by EIL, ONGC, or GAIL.
  • Saudi Aramco experience is preferred.

Commitment and Location

This full-time role is based in Dammam, Saudi Arabia. The successful candidate must commit to a minimum of 5+ years in the Kingdom of Saudi Arabia.
