About the Role

PACC Offshore Services Holdings Ltd is seeking a dedicated Superintendent HSSEQ to join our team in Dammam, Eastern region. This full-time role is crucial for providing proactive HSSEQ leadership and operational assurance for a defined segment of the marine fleet. The Superintendent acts as the critical link between the Head HSSEQ and vessel-level HSSEQ Managers, ensuring consistent implementation of the Integrated Management System (IMS) across all assigned vessels, driving performance improvement, and ensuring full compliance with international standards and regulations including ISM, ISPS, MLC, MARPOL, ISO 45001, 14001, and 9001.

Key Responsibilities

  • Oversee all HSSEQ KPIs, including TRIR, LTIF, near-miss reporting rates, audit closure rates, and environmental incidents, across the assigned fleet segment.
  • Maintain a live risk register covering geographic, operational, and asset-specific risks for the segment.
  • Plan and execute a rolling program of announced and unannounced vessel visits, safety inspections, ISM internal audits, and ISPS security assessments, ensuring a minimum of one visit per vessel every six months.
  • Provide technical guidance and performance feedback to Offshore HSSEQ PIC and Masters on incident investigation, Permit-to-Work (PTW) audits, safety culture interventions, and client HSSE interface.
  • Verify that all offshore HSSEQ PIC and vessel safety officers meet segment-specific competency requirements, such as DP familiarization, heavy-lift, and anchor handling safety.
  • Lead or escalate high-potential (HiPo) incidents, Lost Time Injuries (LTI), and major environmental breaches across the segment, ensuring consistent use of investigation methodologies like TapRooT or 5-Why.
  • Review all incident reports from vessels before submission to the Head HSSEQ, ensuring root causes and systemic corrective actions are identified.
  • Track corrective action closure rates across the segment and escalate overdue actions.
  • Act as the primary HSSEQ point of contact for client HSSE teams within the segment, including major oil companies and National Oil Companies (NOCs).
  • Lead client pre-qualification and tender responses for HSSE sections, and present segment performance data during client audits.
  • Coordinate joint safety campaigns and client-led verification visits on assigned vessels.
  • Serve as an alternate or designated DPA (Designated Person Ashore) for vessels within the segment, if qualified under the ISM Code.
  • Monitor certificate validity (Class, Flag, Oil Major COCs, DOC extension) and advise vessels on upcoming surveys.
  • Oversee external audit readiness (Flag state, Class, Oil Major, ISO), including pre-auditing vessels and debriefing findings.
  • Monitor segment-level environmental metrics such as carbon intensity (CII), oil-in-water exceedances, garbage segregation deviations, and NOx/SOx compliance.
  • Drive ISO 14001 segment objectives, including reduction in single-use plastics and improved fuel efficiency measures.
  • Review customer satisfaction feedback related to quality and identify systemic non-conformities across the segment.

Qualifications and Experience

  • A minimum of 10 years of relevant experience in HSSEQ roles within the marine industry.
  • Possession of a COC Class 1 Master/Engineer certification.

Work Environment and Location

This is a full-time position based in Dammam, Eastern region, requiring regular travel for vessel visits and client engagements within the assigned fleet segment.
