Cluster People & Culture Manager

About the Role

IBIS is seeking a Cluster People & Culture Manager to lead and oversee all People & Culture activities across multiple properties within its cluster in Jeddah and Makkah, Saudi Arabia. This full-time role acts as a strategic business partner to hotel leadership, ensuring effective workforce planning, talent acquisition, and employee engagement.

Role Purpose and Context

The Cluster People & Culture Manager is responsible for driving performance management, learning and development, and employee relations. The position ensures compliance with company policies and applicable labor legislation, while fostering a positive, inclusive, and high-performance culture. This role ensures that People & Culture strategies align with the operational and commercial objectives of the cluster.

Key Responsibilities

• Lead People & Culture activities across the cluster.
• Manage recruitment, workforce planning, and staffing processes.
• Drive employee engagement, retention, and company culture initiatives.
• Oversee performance management and employee relations.
• Coordinate training, development, and succession planning programs.
• Ensure compliance with HR policies and Saudi labor law.
• Monitor HR budgets, key performance indicators (KPIs), and reporting.
• Lead and develop the People & Culture team.
• Advise management on HR and employee matters.

Experience and Qualifications

• Candidates should possess 5-10 years of relevant experience.
• Demonstrated ability to lead and oversee People & Culture functions across multiple properties.
• Strong understanding of workforce planning, talent acquisition, and employee engagement strategies.
• Proficiency in performance management, learning and development, and employee relations.
• Knowledge of Saudi labor legislation and HR compliance requirements.

Work Environment and Location

This is a full-time position based in the Jeddah and Makkah regions of Saudi Arabia, requiring oversight across multiple properties within the cluster. The role involves working closely with hotel leadership and the People & Culture team to achieve strategic objectives.
