Procurement Manager

About the Role

Big Fish Consult is seeking an experienced Procurement Manager for a full-time position in Jeddah, Makkah, Saudi Arabia. This role involves leading strategic sourcing, procurement planning, tendering, and contract negotiations for a major real estate and destination development organization. The Procurement Manager will ensure cost-effective procurement, strong supplier performance, and compliance with corporate policies while supporting large-scale development and operational requirements.

Key Responsibilities

• Develop and implement procurement strategies aligned with business objectives, project timelines, and budgets.
• Manage end-to-end procurement activities, including sourcing, RFQs/RFPs, tender evaluations, negotiations, and contract awards.
• Oversee procurement of construction, consultancy, facilities management, operational services, and corporate requirements.
• Lead supplier selection, prequalification, performance evaluation, and relationship management.
• Drive cost optimization, value engineering, and procurement efficiency without compromising quality or delivery.
• Collaborate with Project Development, Commercial, Finance, Legal, and Operations teams to ensure timely procurement delivery.
• Ensure compliance with procurement policies, approval authorities, contractual obligations, and applicable Saudi regulations.
• Monitor procurement budgets, supplier risks, KPIs, and reporting to senior management.
• Support procurement governance, process improvements, and ERP system utilization.

Qualifications and Experience

• Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related discipline.
• 5-10 years of proven experience in strategic sourcing, tender management, commercial negotiations, and contract administration.
• Strong background in real estate development, major construction projects, or large-scale destination operations.
• Strong understanding of procurement governance, supplier management, cost control, and risk mitigation.
• Experience working with major developers, government-related entities, or large corporate organizations in Saudi Arabia is highly desirable.

This full-time position is based in Jeddah, Makkah, Saudi Arabia, and involves working with a prominent real estate and destination development organization. The role requires collaboration across various internal departments and external suppliers to support large-scale projects.
