
Human Resources Specialist
Job Description
First: Planning Needs and Local Recruitment
1. Follow up on job requirements with departments, hotels, and branches, verify their alignment with the organizational structure, workforce plan, and budget, and submit them for review.
2. Review recruitment requests, descriptions, and qualifications, prepare advertisements, and publish them through approved channels after approval.
3. Attract candidates, screen resumes, conduct initial interviews, coordinate technical interviews, and document their results.
4. Submit selection recommendations to the Human Resources Operations Manager, and verify the selected candidate's documents, qualifications, and references.
5. Prepare the job offer draft within the approved grade, salary, and benefits, and submit it for review before sending it.
Second: Recruitment and Expatriate Hiring
1. Identify external recruitment needs and prepare a plan with positions, numbers, and requirements for approval.
2. Coordinate with accredited recruitment agencies, provide them with descriptions, conditions, and benefits, review candidates, and organize interviews.
3. Prepare draft offers and external contracts and submit them for approval, then follow up on visas, authorizations, medical examinations, and attestations.
4. Follow up with approved candidates until arrival and onboarding, and report any delays, rejections, and proposed solutions.
Third: Preparation, Onboarding, and Probation Period
1. Complete pre-onboarding documents, and coordinate the preparation of job numbers, emails, authorizations, equipment, uniforms, accommodation, and transportation as per entitlement.
2. Conduct job orientation, create employee files, record their data, and verify the contract matches the offer and document it in the systems.
3. Monitor the probation period, send evaluation reminders, review results, submit them, and then implement the approved decision.
Fourth: Attendance, Departure, and Leaves
1. Monitor attendance systems, fingerprinting, work schedules, and shifts, and audit delays, absences, early departures, overtime, and exceptions.
2. Process record errors based on approved documents, save the modification log, close attendance monthly, and submit variables for review before payroll.
3. Review leave requests, balances, documents, and approvals, record them, and prepare related reports.
Fifth: Salaries and Entitlements
1. Prepare payroll through the approved system and include salaries, allowances, bonuses, commissions, advances, and adjustments according to approved documents.
2. Calculate the impact of attendance, leaves, review data on appointments, terminations, promotions, transfers, and salary adjustments, and reconcile the payroll with contracts and decisions.
3. Prepare reconciliation statements, bank transfer files, and wage protection, submit them for review and approval, then upload the approved file to the Madad platform.
4. Process salary inquiries and prepare differences and corrections, and submit them for approval before adding them.
Sixth: End of Service and Termination of Employment
1. Record termination cases, review the reason, date, decision, and documents before preparing the settlement.
2. Calculate end-of-service benefits, wages, allowances, leaves, overtime, and deductions, and prepare the settlement draft and submit it for approval before disbursement.
3. Follow up on clearance of responsibilities and belongings, and implement the termination decision in systems and platforms and medical insurance.
4. Conduct exit interviews and prepare reports on reasons for leaving and employee turnover.
Seventh: Performance, Training, and Development
1. Prepare the operational schedule for evaluations, prepare forms, objectives, and weights, follow up on their completion, and send reminders and escalations.
2. Review the completeness of evaluation procedures without altering results, prepare performance reports, and submit cases of excellence or underperformance and recommendations.
3. Identify training needs, prepare the draft plan, implement approved programs, document attendance and certificates, and measure impact.
Eighth: Employee Affairs and Government Platforms
1. Prepare and submit employment contracts for review, and process service transfer transactions, profession changes, work permits, and visas according to approvals.
2. Register and dismiss employees, update their data and wages in the social insurance system, and review contributions and invoices and submit differences.
3. Monitor wage protection in Madad, residency, passport, visa, and work permit expiry dates, and prepare renewal requests.
4. Manage medical insurance, follow up on employment support and Saudization programs, and monitor Saudization rates and company classification.
Ninth: Employee Services and Labor Relations
1. Process employee requests and inquiries, prepare administrative letters, and submit those requiring a signature to the authorized person.
2. Implement decisions on transfers, promotions, salary, title, or location changes, and assignments, and follow up on contract expirations and prepare renewal data.
3. Document complaints and grievances and submit them confidentially, coordinate investigations, prepare minutes without imposing penalties, and implement approved decisions.
Tenth: Data, Reports, and Compliance
1. Create and update employee files, and review data accuracy and its conformity with contracts, decisions, and platforms.
2. Prepare periodic reports on workforce, vacancies, recruitment, turnover, attendance, leaves, salaries, performance, and training.
3. Implement periodic audits, prepare remediation plans, draft policies, procedures, forms, and automation proposals, and submit them for approval.
4. Adhere to the labor law, company regulations, confidentiality, and data protection, and perform tasks within approved authorities and directives.
