About the Distribution Facilities Manager Role

DLA Careers is seeking an experienced Distribution Facilities Manager to join their team in Jeddah, Makkah, Saudi Arabia. This full-time position is integral to managing and overseeing distribution operations within the Southwest Asia Theater of operations, ensuring efficient and effective customer support for assigned military missions. As the Deputy, DLA Distribution Saudi Arabia, the successful candidate will serve as a key leader within a Forwarding Operating Defense Distribution Center or Theater Distribution Platform.

Key Responsibilities

  • Serve as the Deputy, DLA Distribution Saudi Arabia, a Forwarding Operating Defense Distribution Center or Theater Distribution Platform and a Secondary Level Field Activity within DLA Distribution.
  • Collaborate with the Commander in directing and managing the work of the Continuing Government Activity, with a focus on service provider oversight.
  • Implement the Quality Assurance Surveillance Plan (QASP) and direct logistics-related programs in support of assigned customers.
  • Analyze and modify plans, programs, and objectives, recommending changes to enhance customer support.
  • Coordinate and integrate supply, distribution, and warehousing functions to provide forward stock positioning within the Southwest Asia Theater of operations.
  • Attend and conduct meetings with customers, contractors, officials, and military officers to negotiate or settle controversial issues.
  • Manage distribution, storage, and transportation programs involving DOD logistics systems, Distribution Standard System (DSS), and the overall distribution system.
  • Provide technical oversight and monitor the Service Provider responsible for distribution support for major military activities.
  • Develop administrative plans and procedures as the primary on-site technical authority on distribution management.

Qualifications and Requirements

  • Security Requirements: Critical Sensitive with Secret Access.
  • Appointment is subject to a favorable suitability or fitness determination.
  • Fair Labor Standards Act (FLSA): Exempt.
  • Selective Service Requirement: Males born after 12-31-59 must be registered or exempt.
  • Supervisory Probation: Required.
  • Completion of Supervisory Certification Program: Required.

  • Pre-Employment Physical: Must meet USCENTCOM MOD 18 requirements for overseas/deployed locations.

  • Expeditionary Civilian (EC): Emergency Essential.
  • Substitution of education may not be used in lieu of specialized experience for this grade level.

Work Environment and Conditions

This role requires periods of standing and walking, with the possibility of bending, stooping, and reaching in storage locations. The employee is regularly required to visit warehouses, open storage sites, and other storage environments, which may involve exposure to noise and adverse weather conditions. Protective equipment and special precautions may be necessary in some storage locations. As an Expeditionary Civilian (EC) position designated as Emergency Essential (EE), the incumbent may be required to deploy to support contingency operations during a crisis situation or participate in readiness exercises. This position is critical and cannot be vacated during a national emergency or mobilization without seriously impairing the organization's capability. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment.

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA. Employees in drug testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the EOD. The selectee's inability to successfully pass or refusal to conduct the test may result in withdrawal of the tentative job offer or removal from Federal service. You may be required to sign a "Drug Test Statement of Understanding" if you are selected. The DLA drug testing panel tests for marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids. Advisory: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana.
