The Role: Safety Engineer (Saudi National)

Parsons is seeking a Safety Engineer who is a Saudi National to join its team in Mecca, Makkah, Saudi Arabia. This full-time position involves assisting and advising project or program managers to ensure that site-specific safety, health, and environmental (SH&E) plans, workplaces, and operational tasks conform to Parsons' risk management practices and comply with prevailing regulatory and client SH&E requirements. The role reports directly to the Parsons corporate SH&E functional group through a SH&E manager or director, with a dotted line report to a project or program manager.

Key Responsibilities

  • Advise and assist project and program managers, along with other project personnel, in conforming to Parsons’ Environmental, Safety, Health, and Risk Program (ESHARP) management system and corporate policies and procedures.
  • Audit projects, programs, and their worksites against corporate standards.
  • Inspect worksites to detect hazards and provide expertise to project personnel for eliminating or controlling associated SH&E risks.
  • Create and submit written audit and inspection reports.
  • Implement Parsons’ occupational injury and incident reporting and management processes.
  • Initiate and conduct thorough incident investigations and root cause analyses using defensible protocols.
  • Collaborate with project personnel to identify and implement effective corrective actions.
  • Create and submit comprehensive investigation reports and lessons learned.
  • Perform trend analyses on audit findings, inspection findings, and incident reports, and submit regular analysis reports.
  • Represent Parsons during external regulatory or loss control inspections of project worksites.
  • Represent the SH&E manager or director on project or program worksites.
  • Seek active participation from project personnel to identify and implement SH&E improvements.
  • Assist with risk assessments for upcoming work and provide SH&E subject matter expertise to work planning processes.
  • Assist the project or program manager with new hire orientation.
  • Perform regulatory and best practice SH&E training, and create and maintain SH&E training records.
  • Participate in routine safe work briefings.
  • Implement corporate HSE Policy, HSE plan, and HSE legislation and other requirements, monitoring HSE performance and targets, and suggesting measures for improvement.
  • Ensure client’s safety requirements are fulfilled and liaise with safety managers and contractors for the improvement and implementation of corporate HSE management ethics.
  • Monitor contractors to ensure the implementation of applicable safety measures at site to fulfill legal and client requirements.
  • Review Site Safety Plans, Emergency Plans, and other safety-related plans submitted by contractors.
  • Review Method Statements and risk analyses for all activities, monitoring the effectiveness of hazard control measures.
  • Carry out HSE inspections and report findings to the resident engineer for immediate rectification.
  • Review and monitor contractors' monthly HSE inspections and reports.
  • Conduct monthly Safety meetings, setting targets for outstanding issues, and preparing and submitting minutes to all concerned for follow-up.
  • Review incident/accident investigation reports from contractors, report and communicate learning points, and monitor immediate and follow-up actions to minimize or prevent re-occurrence.

Required Qualifications and Experience

  • Bachelor's Degree in Occupational Safety and Health, Engineering, or a related field (or equivalent experience).
  • 5-8 years of related work experience in the field of Health and Safety.
  • Excellent English and Arabic written and verbal communication skills.
  • Excellent presentation skills.
  • Experience working internationally, with a preference for experience in Saudi Arabia (KSA).

Desired Skills

  • Advanced knowledge of Federal and State health and safety regulations and reporting procedures.
  • Advanced knowledge of safety-related national consensus standards (*, ANSI, NFPA).
  • Exceptional interpersonal, oral, and written communication skills.
