Cost Engineer

About the Role

Bechtel Corporation is seeking a Cost Engineer to join their team in Riyadh, Saudi Arabia. This full-time role involves performing routine cost estimating, analysis, and control activities, and supporting the implementation of cost monitoring and control standards. The successful candidate will also assist with budget allocation, developing quantity takeoffs, project codes, and application unit rates, contributing to project budget adherence and performance.

Project Overview: Expo 2030 Riyadh

The Cost Engineer will contribute to the Expo 2030 Riyadh project, a global platform themed "Foresight for Tomorrow," promoting sustainable development and innovation. Scheduled from October 2030 to March 2031, the event anticipates over 40 million visits. Bechtel, in collaboration with Expo 2030 Riyadh Company (ERC), will manage the infrastructure program, which includes early works, utilities, and public spaces within the 6 km2 Masterplan. The project's scope will transition into a mixed-use legacy development after the event, leveraging international sustainability standards for urban afforestation, treated water, and energy sources.

Key Responsibilities

• Perform cost estimating, analysis, and control activities, along with schedule development, maintenance, reporting, and monitoring, as directed.
• Collect and verify drawings and other scope definition documentation relevant to assigned discipline or commodity specialty.
• Conduct routine quantity takeoffs from engineering and construction drawings within the discipline or commodity specialty.
• Collect and tabulate quantity data for summary comparisons and reconciliations, or verify quantities provided by others.
• Prepare and present cost/schedule information at meetings.
• Assist in preparing cost/schedule data for proposals or contracts.
• Gather and verify data on schedule, workforce, and quantities to update and status discipline or specialty progress and performance reports.
• Operate, manage, and oversee the use of Active Risk Manager (ARM) or equivalent risk register software tools.
• Assist the Project Risk Specialist or Project Risk Manager in preparing risk analysis recommendations, reports, metrics, and presentations.
• Collaborate with Risk Owners to update and satisfy project record-keeping and data archival requirements in support of PERM activities.
• Assist in the development and support of the project trend program.
• Assist with budget allocation and reporting/cost control regimes for specific construction disciplines or groups of disciplines.
• Assist with developing and maintaining scope-specific schedules for integration into the total project plan.
• Assist with developing discipline-level work logics in support of the overall project schedule.
• Assist with reporting progress relative to established milestones for the total project or major portions of the project.

Qualifications and Experience

• A minimum of 2-5 years of experience in cost estimating, analysis, and control activities.
• Demonstrated ability to perform routine quantity takeoffs and collect/tabulate quantity data.
• Experience with cost monitoring and control standards.
• Familiarity with risk register software tools such as Active Risk Manager (ARM) is preferred.
