About the Role

Parsons Corporation is seeking a Director – HSWW Utility Compounds to provide strategic leadership and overall accountability for Health, Safety, Security, and Environmental (HSSE) performance across all HSWW utility compounds and associated infrastructure in Riyadh. This full-time position requires over 10 years of experience.

Role Overview

The Director – HSWW Utility Compounds will focus on setting strategy, governance, and standards for HSSE. This includes overseeing the implementation by project and operations teams, driving a strong safety culture, and promoting continuous improvement in risk management, compliance, and environmental performance. The scope covers treatment plants, pumping stations, utility hubs, reservoirs, storage facilities, network interface compounds, and related civil/MEP works.

Key Responsibilities

  • Develop and lead the HSWW HSSE strategy, aligning with corporate objectives, regulatory requirements, and client expectations.
  • Establish governance frameworks, policies, and procedures for HSSE across design, construction, commissioning, and operations.
  • Define HSWW performance targets, KPIs, and reporting structures, ensuring alignment across all projects and operations.
  • Provide HSSE input into long-term planning, investment decisions, and portfolio-level risk reviews.
  • Own and continuously improve the HSSE Management System, ensuring integration of relevant standards.
  • Lead the identification and management of HSSE risks, overseeing major risk assessments and process safety reviews.
  • Ensure compliance with all applicable HSSE legislation and permits, and oversee audit and inspection programs.
  • Provide leadership for serious incident investigations and oversee root cause analysis and lesson-learning processes.
  • Direct the development and testing of emergency response plans and interface with regulators during significant incidents.
  • Oversee environmental management, including effluent quality, emissions, waste, and chemical storage, promoting sustainability initiatives.
  • Champion a strong safety culture and "zero harm" mindset, defining competency requirements and overseeing HSSE training.
  • Act as senior HSSE representative with clients, regulators, and external stakeholders, leading HSSE components of reviews and coordinating regulatory responses.
  • Work closely with project and operations leadership to ensure HSSE requirements are embedded in all project phases.
  • Lead and develop the HSSE team, defining structure, roles, and resource plans, and mentoring staff.

Required Qualifications

  • Bachelor’s degree in Environmental Engineering, Chemical Engineering, Engineering, Civil Engineering, or a related discipline.
  • 20 years of progressive HSSE experience, with significant exposure to water/wastewater treatment plants, utility compounds, or comparable process/industrial facilities.
  • At least 10 years in a senior leadership role (program, regional, or corporate HSSE leadership) managing multiple sites or major projects.
  • Strong knowledge of HSSE regulations, environmental requirements, and best practices for HSWW and utility infrastructure.

Preferred Qualifications

  • Advanced degree in HSSE, Environmental Management, or a related field.
  • Recognized HSSE certifications (*, NEBOSH Diploma, CSP, CMIOSH, or equivalent).
  • Experience working with large utilities, municipalities, or major EPC/O&M contractors.
  • Demonstrated experience with ISO 14001, ISO 45001 implementation and certification programs.

Skills and Competencies

  • Strategic leadership with the ability to set vision, drive change, and influence at executive and board levels.
  • Deep understanding of HSWW processes and associated risks (biological, chemical, mechanical, confined space, and environmental).
  • Strong risk management, analytical, and problem-solving capabilities.
  • Excellent communication, negotiation, and stakeholder management skills, including with regulators and communities.
  • Proven track record in building and leading high-performing HSSE teams.
  • Proficiency in MS Office and HSSE data/reporting tools; familiarity with digital permit-to-work and HSSE management systems.
