About the HSE Officer Role

UCC Holding is seeking a Health, Safety, and Environment (HSE) Officer for a full-time position in Riyadh. This role is ideal for fresh graduates with 0-1 years of experience, offering an opportunity to contribute to maintaining a safe working environment by assisting in the implementation of safety practices and procedures.

Key Responsibilities

The HSE Officer will be responsible for a range of duties aimed at ensuring project compliance with HSE standards and fostering a safety-conscious culture. This includes:

  • Monitoring the execution of HSE activities to ensure adherence to the project HSE plan and HSE management system requirements.
  • Assisting in the development and implementation of emergency response procedures and evacuation plans.
  • Providing HSE-related training to workers, focusing on incident prevention, first aid, and safety awareness.
  • Identifying existing hazards, unsafe work conditions, and practices, and ensuring observation reports and corrective measures are recorded.
  • Addressing and reporting violations with necessary recommendations.
  • Providing data for daily, weekly, and monthly HSE performance reports.
  • Orienting employees on accident reporting procedures and emergency response protocols.
  • Conducting daily toolbox talks to communicate safety measures before work commencement.
  • Ensuring all employees complete site induction training before starting work.
  • Overseeing the effectiveness of visitor, supplier, and project personnel induction programs and maintaining daily logs.
  • Ensuring written risk assessments are developed for each task prior to its start.
  • Communicating risk assessment findings and recommendations to all concerned personnel.
  • Ensuring daily inspection of project-certified mobile plant, gears, and HSE equipment, with monthly log updates.
  • Conducting monthly inspections of fire extinguishers and maintaining associated logs.
  • Ensuring daily inspection of all equipment, ladders, hand tools, and machinery by authorized personnel, with log maintenance.
  • Supporting the implementation of HSE initiatives, participating in safety awareness activities, and contributing to incident reporting and resolution in alignment with company policies.

Qualifications and Requirements

Candidates for this role should possess the following qualifications:

  • A comprehensive understanding of health, safety, and environmental regulations and standards relevant to the industry, ensuring compliance with applicable laws.
  • Proficiency in conducting risk assessments and hazard analyses.
  • The ability to investigate accidents, incidents, and near-misses to determine root causes and recommend corrective actions.
  • Skill in developing and delivering HSE training programs.
  • Effective communication skills for liaising with management, employees, and external stakeholders.
  • ERP knowledge, with a preference for SAP functional skills.

Education and Experience

This position is open to fresh graduates. A Diploma in NEBOSH, Occupational Health and Safety, or any related technical certificates is required.
