About the Role
OHC is seeking a capable PMO Manager to lead the project management office for a real estate development company in Riyadh. This full-time position requires a professional with 5-10 years of experience to oversee the entire real estate development lifecycle.
Role Overview and Responsibilities
The PMO Manager will be responsible for establishing and managing PMO governance, reporting standards, project controls, templates, and approval workflows across the development portfolio. This includes monitoring projects from the design stage through construction, handover, and final close-out. Key responsibilities involve preparing executive dashboards and reports on project progress, cost, cash flow, risks, design status, procurement, variations, sales readiness, and critical decisions. The role also entails verifying site progress through independent validation, controlling approved budgets, tracking master schedules, and identifying potential delays and risks. Effective coordination between various internal departments, consultants, contractors, and government stakeholders is essential. The PMO Manager will review design deliverables, consultant outputs, and construction documentation, monitor consultant and contractor performance, and maintain project risk registers and issue logs. Ensuring projects align with approved product positioning, financial objectives, timelines, and quality standards is a core function, alongside identifying and implementing operational improvements to enhance accountability and delivery performance.
Mandatory Qualifications
- Bachelor's degree in Civil Engineering, Architecture, Construction Management, Project Management, or a related discipline.
- A minimum of 8 years of total experience in real estate development, project management, project controls, or construction delivery.
- A minimum of 3 years of direct experience working for a real estate developer, owner, or master developer is mandatory.
- Demonstrated experience managing residential, mixed-use, commercial, or hospitality development projects from the developer's perspective.
- Proven experience in managing consultants, contractors, design coordination, budgets, BOQs, procurement, variations, project schedules, and handover processes.
- Strong understanding of the full real estate development lifecycle, extending beyond construction execution.
- Proficiency in Primavera P6 or Microsoft Project, advanced Excel, PowerPoint, and reporting/dashboard tools.
- Strong commercial awareness, including budget monitoring, cash-flow tracking, cost forecasting, and variation control.
- Experience establishing or working within PMO governance frameworks, including project controls, reporting standards, risk registers, issue logs, action trackers, and stage-gate processes.
- Experience in project scheduling, critical-path analysis, recovery planning, progress measurement, and executive reporting.
- Experience with tender evaluation, procurement planning, variation assessment, and contractor performance monitoring.
- Business-fluent English.
- Eligibility to work in Saudi Arabia.
- Must be based in Riyadh or willing to relocate.
- Ability to conduct regular site visits across active development and construction projects in Riyadh.
- Ability to work effectively in both office and construction-site environments.
- Proficiency in using a laptop and standard Microsoft Office tools, and comfortable working with digital project documentation, drawings, BOQs, schedules, and cloud-based collaboration platforms.
Preferred Qualifications
- PMP, PMI-SP, PMI-RMP, RICS, Primavera, or equivalent certification.
- Experience with project management systems, ERP platforms, or real estate development software.
- Experience managing multiple projects or a development portfolio simultaneously.
- Saudi Council of Engineers (SCE) registration is preferred for engineering-degree holders.
- Availability to join within 30 to 60 days is considered a plus.
Ideal Candidate Profile
We are looking for a PMO professional with a developer-side perspective who understands the owner's commercial, technical, and delivery priorities. The ideal candidate can constructively challenge consultants and contractors to protect the developer's interests. This role requires a hands-on manager with strong site awareness, disciplined reporting, and the ability to proactively identify issues before they escalate into delays or cost overruns. The successful candidate will be a leader capable of fostering accountability across internal teams and external stakeholders.
