Role Overview: Ports and Shipping Specialist

NTU International A/S, a prominent international consulting company, is seeking a highly qualified Ports and Shipping Specialist. This contract position, based in Riyadh, Saudi Arabia, involves supporting technical, policy, institutional, and investment-related assignments within the maritime and inland waterways sectors globally. The specialist will contribute to projects aimed at advancing sustainable transport and urban development in partner countries.

Project Context: Global Gateway Initiative

This role is integral to NTU International's proposal for the "Global Gateway Transport and Urban Facility 2 – EC-INTPA/2026/EA-RP/0006" project. The project's overarching objective is to support a global transition towards inclusive, smart, clean, safe, secure, resilient, and sustainable transport and cities in partner countries, aligning with the Global Gateway strategy and the European Green Deal. The contract involves mobilizing experts for technical assistance missions worldwide, with a particular focus on Sub-Saharan Africa, Latin America and the Caribbean, and Asia and the Pacific. The intended start date for this 48-month implementation period is January 2027.

Key Responsibilities

  • Support the identification, preparation, and implementation of maritime, port, and inland waterways infrastructure projects.
  • Conduct feasibility studies, technical assessments, project design reviews, and investment-related analyses.
  • Support port and logistics master planning, connectivity planning, and multimodal transport integration.
  • Advise on port infrastructure development, maritime transport services, and inland waterways systems.
  • Support procurement, tendering, implementation supervision, operation, and maintenance planning.
  • Promote sustainable maritime transport and port decarbonisation measures.
  • Support energy efficiency, electrification of port operations, shore-side electricity, renewable fuels, and emissions reduction initiatives.
  • Advise on green port infrastructure, circular economy approaches, and environmental performance.
  • Support climate resilience, disaster risk reduction, and sustainability considerations in maritime infrastructure.
  • Contribute to policy, regulatory, and institutional reforms in the maritime sector.
  • Support capacity building for public authorities, port authorities, operators, and other sector stakeholders.
  • Promote European standards, technical practices, and sustainability requirements in partner countries.
  • Support stakeholder coordination involving public authorities, port authorities, operators, contractors, supervising engineers, IFIs, and development partners.

Specialist Focus Areas

The specialist will provide expertise across various critical areas, including infrastructure development, logistics planning, and operational efficiency. A significant focus will be on advancing sustainable maritime transport, promoting port decarbonisation, and integrating climate resilience and circular economy principles into maritime infrastructure projects. This includes advising on green port technologies, renewable fuels, and emissions reduction strategies.

Candidate Requirements

Candidates should possess 15 years of relevant experience in ports and shipping, demonstrating a strong background in maritime infrastructure, logistics, and sustainable transport initiatives. The role requires a professional capable of contributing to complex technical, policy, and investment assignments within an international consulting environment.

Work Arrangement

This is a contract position based in Riyadh, Saudi Arabia, with assignments involving technical assistance missions globally. The role is for a 48-month period, commencing in January 2027.
