About the Role

House of Consulting Office for Consulting Engineers Co. (HCO) is seeking an experienced Quality Assurance / Control Manager to join its team in Riyadh. This role will support the delivery of a major high-rise construction project. HCO is a multidisciplinary consulting engineering firm in Saudi Arabia, providing integrated architectural, engineering, planning, and project management consultancy services.

Key Responsibilities

• Monitor and oversee the implementation of the Contractor’s Quality Management Plan (QMP).
• Ensure compliance with project specifications, contractual requirements, quality standards, and applicable regulations.
• Implement and maintain Quality Management System (QMS) procedures.
• Conduct quality audits, inspections, and surveillance activities throughout all project phases.
• Review Inspection & Test Plans (ITPs), method statements, material submittments, and quality documentation.
• Manage Non-Conformance Reports (NCRs), corrective actions, and preventive actions.
• Coordinate with clients, contractors, consultants, and project teams to resolve quality-related issues.
• Monitor project quality performance and prepare quality reports.
• Support continuous improvement initiatives and ensure quality objectives are achieved.

Qualifications and Experience

• Bachelor’s degree in engineering or a related field.
• Minimum 10 years of experience in construction projects, preferably within the GCC.
• Minimum 5 years of experience in a management role.
• A recognized Lead Auditor qualification is mandatory.
• Proven experience in high-rise development projects.
• Strong knowledge of Quality Management Systems, ISO standards, and construction quality requirements.
• Experience in monitoring Contractor’s Quality Management Plans.
• Previous experience with PMC organizations is preferred.

Required Skills

• Excellent leadership, communication, and stakeholder management skills.
• Fluent in English; Arabic is an advantage.
