About the Role of Senior Design Manager - Civil

Jasara Program Management Company is seeking an experienced Senior Design Manager - Civil to lead and manage civil engineering design activities for major infrastructure and masterplanning developments. This full-time position is based in Riyadh, Saudi Arabia, and requires a minimum of 10 years of relevant experience. The successful candidate will oversee the design process from concept through detailed design, ensuring technical quality, regulatory compliance, constructability, and alignment with project objectives.

Role Context and Scope

This role involves extensive experience in infrastructure, roads, utilities, and masterplan developments. The ideal candidate will have gained this experience within a Project Management Consultancy (PMC), engineering consultancy, or major developer environment. The position demands strong leadership in coordinating multidisciplinary design teams and external consultants to deliver high-quality civil engineering designs for large-scale projects.

Key Responsibilities

• Lead and manage civil engineering design activities across large-scale infrastructure and masterplanning projects.
• Oversee the design and technical development of roads, highways, infrastructure networks, utilities, and associated civil works.
• Review and coordinate concept, schematic, detailed design, and tender documentation prepared by design consultants.
• Ensure integration of civil infrastructure designs with masterplans, architectural layouts, structural systems, and other engineering disciplines.
• Manage and coordinate multidisciplinary design teams and external engineering consultants to ensure timely and quality deliverables.
• Review design submissions for technical compliance, constructability, value engineering, and adherence to project specifications and applicable standards.
• Oversee the planning and coordination of wet and dry utilities, including water, wastewater, stormwater, power, telecommunications, and other infrastructure networks.
• Provide technical guidance on road geometry, grading, earthworks, drainage, site development, and infrastructure interfaces.
• Monitor design progress, identify potential design risks and interface issues, and implement appropriate resolution strategies.
• Coordinate with clients, authorities, stakeholders, and utility providers to secure necessary technical approvals and design clearances.
• Support procurement and tendering activities through technical reviews, scope definition, and evaluation of design-related submissions.
• Ensure design activities are aligned with project schedules, budgets, quality requirements, and overall development objectives.
• Identify opportunities for design optimization, value engineering, and sustainable infrastructure solutions.

Qualifications and Experience

• Bachelor's Degree in Civil Engineering; a Master's Degree or relevant postgraduate qualification is an advantage.
• Minimum of 15 years of relevant professional experience in civil engineering design and design management.
• Extensive experience in infrastructure, roads, highways, utilities, and large-scale masterplan developments.
• Proven experience managing multidisciplinary design teams and engineering consultants on major development or mega-projects.
• Previous experience with a PMC, engineering consultancy, or client/developer organization is highly desirable.

Required Skills and Knowledge

• Strong understanding of civil engineering design standards, authority requirements, infrastructure planning, and multidisciplinary design coordination.
• Experience managing design deliverables from concept and preliminary design through detailed design and tender stages.
• Strong stakeholder management, communication, leadership, and technical review capabilities.
• Proficiency in relevant engineering design and coordination tools and software.
