Senior Director Planning and Project Controls

About the Role

Qiddiya Investment Company is seeking a Senior Director - Planning and Project Controls to join their team in Riyadh, Riyadh Province. This full-time role involves developing and managing integrated planning and project controls frameworks, baselines, schedules, cost, change, and performance tracking activities across assigned programs and projects, particularly within major transport programs. The Senior Director will also be responsible for reporting, dashboards, project insights, document control, information assurance, and risk/issue oversight.

Key Responsibilities

• Develop integrated planning and project controls frameworks, standards, and implementation plans to ensure consistent controls across assigned programs and projects.
• Manage the application of planning, cost, change, reporting, and document control requirements to align project teams and stakeholders around approved baselines and governance.
• Oversee the development, review, and maintenance of project baselines, integrated schedules, milestones, dependencies, and critical paths.
• Review schedule logic, sequencing, resource assumptions, interface dependencies, and progress updates to identify risks and potential delays.
• Manage cost control, change control, and performance tracking activities to maintain visibility of budgets, forecasts, and delivery trends.
• Consolidate cost planning, scheduling, change control, and reporting information to maintain a common control baseline.
• Develop project controls reports, dashboards, performance reviews, and management insights for accurate and timely visibility over delivery performance.
• Monitor reporting outputs, progress data, and variance analyses to identify constraints and support decision-making.
• Present consolidated project controls insights to leadership and relevant stakeholders.
• Manage document control standards, version control, information traceability, and records management practices.
• Monitor project controls risks, issues, dependencies, and interface constraints across assigned programs.
• Follow up on escalation items, mitigation actions, and assurance findings to reduce delivery disruption.

Transport Program Controls Integration

• Manage the implementation of planning and project controls requirements across major transport programs, including Primary Urban Axis (PUA), Vertical Links, Grand Central Station, and related transport assets.
• Consolidate project controls information from embedded project teams to provide the Development Management Office (DMO) with a consistent view of performance across the transport portfolio.
• Ensure planning and project controls practices align with Central Development Unit (CDU), Strategic Delivery Unit (SDU), and Transport Business Unit requirements.

Skills and Experience

• Demonstrated ability to develop and manage integrated planning and project controls frameworks.
• Experience in baseline, schedule, and dependency management for large-scale projects.
• Proficiency in cost control, change control, and performance tracking.
• Strong capabilities in developing project controls reports, dashboards, and insights.
• Expertise in document control and information assurance practices.
• Experience in risk, issue, and interface oversight within complex programs.
• Specific experience in managing controls for major transport programs is highly valued.
