About the Role

Qiddiya is seeking a Senior Manager Cost Planning Residential to join our team in Riyadh, Saudi Arabia. This full-time position involves leading cost planning from a client-side perspective, focusing on residential projects within Qiddiya's ambitious development. The role requires a professional with 5-10 years of experience in cost planning.

Role Context and Objectives

Qiddiya is developing a new city centered on entertainment, sport, and culture, undertaking complex and fast-moving projects. This role is specifically focused on development cost planning, ensuring financial clarity and credibility from the earliest stages of design. It is distinct from project controls, procurement, or measuring bills of quantities. The Senior Manager will work closely with development teams, design consultants, and external cost managers to integrate design-to-budget principles from inception.

Key Responsibilities

  • Lead the cost planning position for residential projects and ensure the credibility of financial data presented to the business.
  • Manage external cost consultants, ensuring their cost plan outputs align with Qiddiya's cost planning methodology and technical guidelines.
  • Thoroughly interrogate cost plans, challenge underlying assumptions, and verify that advice is robust, consistent, and commercially realistic.
  • Ensure budgets actively guide design decisions rather than merely reacting to them.
  • Track design development and assess the cost implications of changes.
  • Utilize benchmarking and historical data to test and validate cost positions.
  • Produce clear cost summaries to support internal decision-making and Stage Gate approvals.
  • Communicate complex cost positions effectively to both technical and non-technical stakeholders.

Required Qualifications and Experience

  • 5-10 years of experience in cost planning, specifically managing or reviewing work produced by external cost consultants.
  • Professional accreditation such as RICS or AIQS is preferred.

Essential Skills

  • Ability to deconstruct a cost plan, understand its underlying logic, and challenge assumptions as necessary.
  • Strong understanding of feasibility studies, benchmarking, and value management principles.
  • Confidence to challenge design decisions when cost and value are not aligned.
  • Capacity to step back from detailed analysis and assess the overall commercial viability of numbers.
  • Clear communication skills, with the ability to explain complex cost matters in a practical and understandable manner.
