About the Role

Parsons Corporation is seeking a Senior Manager for Cost Planning to lead the cost planning function for complex, multi-modal transport hubs. This full-time role requires a professional with over 10 years of experience to ensure cost certainty, value for money, and commercial viability for major infrastructure programs.

Key Responsibilities

  • Develop and manage robust cost plans from early concept through to delivery for transport hubs including rail stations, metro interchanges, bus terminals, and park-and-ride facilities.
  • Set cost planning strategy, standards, and methodologies, providing early strategic cost advice to inform investment decisions and business cases.
  • Lead the development of benchmark cost databases and key performance indicators for transport hubs and related infrastructure.
  • Prepare, review, and sign-off cost plans across all design stages, developing various estimate types based on auditable assumptions and current market data.
  • Drive cost-conscious design development, manage design-to-budget processes, and facilitate value engineering workshops.
  • Lead cost risk analyses, define contingency strategies, and promote whole-life cost assessments.
  • Maintain insight on construction market conditions and support procurement strategy development.
  • Establish cost planning governance frameworks and present cost plans and analyses to stakeholders.
  • Act as the primary cost planning interface with clients, government entities, and partners.
  • Lead and mentor a team of cost planners and commercial staff, fostering a culture of high performance.

Essential Qualifications and Experience

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • Minimum of 15 years’ experience in cost planning or cost management on major infrastructure projects.
  • Significant experience on transport hubs and related assets, such as major railway/metro stations, airport transport nodes, or large-scale bus terminals.
  • Proven track record in leading cost planning for complex, multi-disciplinary projects from concept to delivery.
  • Strong understanding of construction techniques, MEP systems, rail systems, and station architecture.
  • Advanced proficiency in cost planning software and MS Excel; experience with BIM-integrated cost tools (5D) is required.

Desirable Qualifications

  • Master’s degree in a relevant discipline is an advantage.
  • Professional membership or chartered status with RICS, AIQS, AACE, or equivalent.
  • Experience with public sector clients, PPP/concession models, or large program environments.
  • Regional experience and familiarity with local market dynamics.
