About the Role

Qiddiya, a Giga project under the Public Investment Fund (PIF), is developing a visionary destination near Riyadh, Saudi Arabia, focused on becoming a global hub for entertainment, sports, and culture. As hiring continues to support this expansive project, we are seeking an experienced Senior Manager - Talent Acquisition to join our Human Resources team. This is a full-time position based in Riyadh Province.

Role Overview

The Senior Manager - Talent Acquisition will lead and manage the end-to-end recruitment lifecycle for key positions within Qiddiya. This role involves strategic planning, team leadership, and direct involvement in sourcing and hiring for critical roles, ensuring a high-quality candidate experience and alignment with workforce planning needs.

Key Responsibilities

  • Oversee the complete recruitment process, from initial sourcing to candidate onboarding, for key roles.
  • Manage and mentor a team of recruiters while also serving as the Talent Acquisition lead for a specific division.
  • Collaborate with hiring managers to understand workforce planning requirements and develop effective talent acquisition strategies.
  • Build and maintain strong talent pipelines for challenging-to-fill positions through proactive sourcing and networking.
  • Track, analyze, and report on key recruitment metrics, including time to fill, source effectiveness, and candidate quality.
  • Optimize recruitment processes and tools to enhance efficiency, consistency, and compliance.
  • Partner with HR Business Partners to align on workforce plans and hiring scenarios, ensuring a smooth talent acquisition process for each department.
  • Set, monitor, and achieve team hiring targets, focusing on metrics such as time-to-fill, cost-per-hire, offer acceptance rate, and quality-of-hire.
  • Conduct weekly pipeline reviews and performance check-ins to ensure alignment with hiring goals and service level agreements (SLAs).
  • Collaborate with department heads to forecast hiring needs and translate them into actionable recruitment plans.
  • Identify and address underperforming stages in the recruitment funnel to improve conversion rates.

Qualifications and Experience

  • A minimum of 10-12 years of hands-on recruitment experience with a demonstrated ability to meet and exceed hiring goals.
  • At least 2 years in a recruitment leadership or team management role, with a focus on accountability and results.
  • Proficiency in Applicant Tracking Systems (ATS), sourcing tools (*, LinkedIn Recruiter, Workable), and recruitment analytics platforms.
  • Experience managing high-volume and/or multi-location hiring initiatives with tight deadlines.
  • An analytical mindset with a strong understanding of recruitment metrics and data-driven decision-making.
  • Excellent communication, stakeholder engagement, and team leadership skills.
  • Prior experience in Talent Acquisition within the GCC region, specifically in the Real Estate or Construction market, is required.

Work Environment

This is a full-time position located in Riyadh, Saudi Arabia. The role is integral to the HR team supporting the development of Qiddiya, a significant project aimed at establishing a world-class destination for entertainment, sports, and culture.
